This is an advanced professional-level position responsible for the management of various procurement and contract administration programs along with management of architect & engineering, public works, and alternative public works procurement, contract administration, and close out activities. Procurement and contract administration programs include Design-Build, General Contractor/Construction Manager (GC/CM), Design-Bid-Build, Small Works, Job Order Contracting (JOC), A&E, and A&E On-Call.

Manage both procurement and contract administration related functions for architectural and engineering and construction services for SHA’s capital improvement and expansion program. Analyze complex issues, provide guidance to internal and external stakeholders, and ensure compliance with all applicable regulations to design and construct capital projects.

  • Lead presentations and trainings on procurement processes and contract administration
  • Develop and manage procurement programs for architecture, engineering, and public works projects
  • Resolve contract disputes and support resolution of complex issues
  • Collaborate with internal teams and departments to align contract strategies with project goals
  • Advise project teams and vendors on contract terms, policies, and regulatory requirements
  • Administer contract closeouts in accordance with legal and procedural standards
  • Ensure compliance with federal, state, and agency regulations throughout procurement and contracting
  • Oversee change order processes and ensure regulatory compliance
  • Lead procurement activities from planning through contract execution
  • Negotiate contract terms, perform cost analyses, and manage documentation for audits
  • Review and approve invoices for contract compliance prior to payment

  • Bachelor’s degree in a relevant field and 5+ years of experience in procurement/contract services, ideally with construction and alternative delivery methods
  • Valid Washington driver’s license with an insurable driving record required
  • CPPB or equivalent certification encouraged within 12 months of hire
  • Strong expertise in procurement, contract management, and public works/architectural engineering regulations
  • Proven ability to manage complex projects, interpret regulations, and make sound, independent decisions
