The Contract Manager will oversee contract management activities across Fluor projects, supervise Principal Contract Managers and Contract Administrators, and provide staffing solutions. Reporting to senior management, the role ensures compliance with statutes, regulations, and contract terms, and communicates contract health to project, department, and corporate leadership. The manager reviews and approves mid‑ to large‑scale contract awards and leads contracting strategies.
Additional responsibilities include developing claims‑prevention programs, conducting contractor resource surveys, performing risk assessments, auditing projects, preparing contract procedures and templates, managing RFP processes, and handling post‑award activities such as schedule adherence, invoicing, and contract close‑out. The role also involves budgeting, reporting, and maintaining discipline interface matrices while ensuring proactive contractor compliance.
- Administer moderately large and complex contracts
- Negotiate contract terms and conditions, analyze commercial sections of proposals and technical proposal evaluations, and coordinate technical scopes of work across all project disciplines
- Develop final proposal evaluations, prepare contract recommendations, and present recommendations to the project team or client
- Support contract management activities on large‑scale projects worth US$250 million to US$1 billion, assisting multiple contract administrators and managers with pre‑award and post‑award tasks
- Conduct ongoing review of contract progress and provide management with information on financial, technical, or commercial issues

- Perform post‑award contract management activities, including evaluating contractor productivity, schedule adherence, change management, invoicing, and claims avoidance
- Perform contract closeout, finalize outstanding issues, issue final modifications and invoices, and coordinate contractor performance evaluations
- Review and modify the discipline interface matrix according to project staffing and execution requirements
- Develop and maintain the project contracts department effort‑hour budget
- Establish and prepare revised terms and conditions or special terms, obtaining approval from legal services
- Prepare and issue department, strategic business unit, or functional reports
- Interface with all project team levels and represent internal and external management, conducting meetings to support scope or commercial term development
- Proactively ensure contractor compliance, progress reporting, schedule updates, daily status reports, invoices, and supporting documents are delivered timely

Candidates must hold an accredited four‑year degree (or equivalent experience totalling fourteen years) and possess at least ten years of relevant work experience. Strong communication skills, technical knowledge, attention to detail, and the ability to apply local, state, and federal statutes are required.
Preferred candidates hold a degree in Business, Construction Management, or Law, with ten years of contract management, subcontract administration, and procurement experience in engineering and construction. Experience includes negotiating contract terms, administering RFPs, managing international assignments, and conducting commercial evaluations. A strong understanding of contracting principles, legal terms, and the construction industry is essential, along with excellent communication skills.
Background checks are required for conditional offers and candidates must be authorized to work in the country of the position.

- Experience developing and negotiating contract terms for services, construction, engineering, materials, and equipment installation

- Broad understanding of the construction industry and contract language associated with engineering, procurement, fabrication, and construction management (EPFC/CM)
- Experience administering the RFP process for contractors on heavy industrial construction projects
- Extensive experience and knowledge in contract formation and administration
- Domestic or international field assignment experience, with preference for international project exposure
- Experience managing the contractor pre‑qualification process
- Experience conducting commercial evaluations, including Q&A and clarifications with bidders
- Experience negotiating commercial terms and final contract price with bidders
- Excellent communication skills

The market rate for this role is typically at the midpoint of the $92,000 – $171,000 salary range, with final compensation based on qualifications, experience, location, and internal equity.
