The Development Manager is a hands‑on leader responsible for overseeing the execution of land development projects, guiding project and construction managers, and coordinating internal and external resources to meet schedule, budget, quality, and regulatory targets. This role serves as the primary link between project execution and senior oversight, ensuring accountability across all phases.
Key responsibilities include managing multiple development projects from planning through completion, directing planning, engineering, permitting and construction activities, supervising on‑site work, and handling consultant and contractor selection and bidding. The manager also oversees construction administration, change orders, environmental compliance, and maintains accurate as‑built records while providing regular status updates to senior leadership.
- Manage and oversee multiple land development projects from planning through completion.
- Direct Project Manager and Construction Manager on planning, engineering, permitting, and construction tasks.
- Coordinate planning, engineering, landscape architecture, geotechnical, and testing services for lot deliveries.
- Supervise on‑site development and amenity construction activities, both horizontal and vertical.
- Administer consultant and contractor selection, bidding processes, and contract reviews.
- Oversee construction administration, invoice approval, and acceptance of completed work.
- Review and approve change orders, ensuring cost reasonableness and scope alignment.
- Manage NPDES monitoring consultants and ensure compliance with environmental regulations.
- Provide regular project status updates, including schedule, cost, and risk assessments, to senior leadership.
- Liaise with permitting agencies and regulatory authorities to secure timely approvals.
- Monitor federal, state, and local regulatory issues affecting land development projects.
- Assist with entitlement strategy, including zoning, plats, permits, bonding, and inspections.
- Support strategic planning and evaluation of new development opportunities.
- Prepare and manage project budgets, schedules, cost estimates, and development forecasts.
- Monitor development spending against budgets and report variances proactively.
- Contribute to monthly and quarterly cash flow and variance analysis reports.
- Assist with acquisition feasibility analysis as directed.
- Participate in community and architectural review committees to ensure compliance with standards.

Candidates must hold a degree in engineering, construction/project management, business, urban planning or a related field, and have 4–6 years of experience in land development or civil infrastructure. Required skills include project management, knowledge of entitlements and permitting, budgeting, financial reporting, strong communication, problem‑solving, and a collaborative, detail‑oriented leadership style, plus a valid driver’s license.
- Hold a degree in engineering, construction/project management, business, urban planning, or related field.
- Possess 4–6 years of land development, civil infrastructure, or development management experience.
- Demonstrated ability to manage development projects and coordinate consultants and contractors.
- Strong knowledge of entitlements, permitting, utilities, and municipal approval processes.
- Proficient in budgeting, cost control, and financial reporting.
- Excellent communication, organizational, and problem‑solving skills.
- Collaborative, proactive, and detail‑oriented leadership style.
- Valid driver’s license.
