Participates on project behalf in meetings and teleconferences with suppliers for the purposes of performance improvement, resolution of specific issues and to highlight and address performance trends that indicate potential negative impact to project objectives
Represents the Supplier Quality department at the project level and is directly involved with project bid clarification and post-award meetings, project reviews, and problems related to supplier quality
Supervises the administration of Supplier Quality activities related to designated medium to large sized projects where one or more additional Supplier Quality Specialists are required to accomplish the work
Participates with engineering, quality assurance and construction organizations in development of cross-functional and proactive approach to mitigation of supplier performance issues
Assists the project team in the development and/or interpretation of technical specifications that fulfills the objectives of the project and customer
Monitor the administrative and technical performance of Third-Party Agency quality surveillance personnel to ensure that Corporate SQ Manual, Procedures and quality surveillance assignment instructions are implemented.
Provides input for process improvements that minimize risk of manufacturing and testing issues on complex commodities
Provides supervision direction and technical support to Supplier Quality Representatives in performance of quality surveillances and supplier evaluation
Establishes workload distribution for Supplier Quality Representatives
Distributes the work and delegates specific tasks to the Supplier Quality Specialists, performing an integral part of the work as time permits
Coordinates with Project Supplier Quality Supervisors/Project Supplier Quality Representative (PSQS/Project Supplier Quality Representative (PSQR)s) for assignment of Supplier Quality Representatives to manage surveillance assignments
Participate as an audit team member or technical resource for quality program audits.
Performs capability assessment surveys and quality system audits on project behalf and makes recommendations regarding suitability of supplier based upon results of surveys and/or audits
Conduct capability surveys of a prospective supplier.

Experienced with quality management programs including ISO9001, IATF16949, AS9100, ISO13485. Lead Auditor certification is preferred.
Approximately 4,000 total experience hours of in-shop quality surveillance or related experience with equipment or materials common to the Bechtel marketplace.
Experience in performing project Supplier Quality functions having some degree of complexity, e.g., preparation of detailed inspection plans for use on complete or uniquely designed systems; preparation of full scope man-hour and budget estimates for proposed intermediate-sized projects; development of performance metric; review of complex technical specifications; or the establishment of project corrective action(s) to resolve nonconformances that have a significant impact on project cost/schedule
Preferred certification as an ANSI/ASME Level II (further to Level I competencies) and performs the following:
Prior experience in writing technical procedures, Technical Reports, and problem solving / root cause analysis.
Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Experience with major commodities typically procured for Energy / Manufacturing and Technology (Semiconductors, Data Centers, Life Sciences and EV value chain), recognized codes and standards, manufacturing methods.
