The Director of Project Delivery is responsible for providing leadership, oversight, and management to the Project Delivery department at the NTTA. The purpose of this position is to administer the effective and efficient operation of the project delivery process, from planning, design through construction of all infrastructure projects for NTTA. This position reports to the Assistant Executive Director of Infrastructure.

The Project Delivery Project Manager provides leadership to consultants and design engineers who are engaged in highway design work, ensuring compliance with local, state and federal regulations and reviews plans to ensure they meet engineering standards. This is accomplished by participating in the award process, negotiating contract terms, preparing design criteria, preparing and processing contracts, reviewing payment requests, and working with departments, agencies and consultants.

  • Implements appropriate estimates and controls for effective management of budgets, contract management, and schedules.
  • Project planning, including developing and implementing short and long-term strategic system improvements for safety, routine maintenance, asset management, and expansion.
  • Approves expenditures and implements budgetary adjustments as appropriate and necessary.
  • Oversees the work of staff to establish, update, and maintain effective policies and procedures for the timely delivery of NTTA projects.
  • Manages the General Engineering Consultant, Program Management Consultant, Construction Engineering Consultant and Maintenance Management Consultant to ensure the timely and accurate reporting of inspection, project planning, asset management and construction activities as required in Project Agreements and the Trust Agreement of NTTA.
  • Leads procurement activities for design services from initiation to project completion. This includes developing standards for procurement processing contracts and supplemental agreements by selecting consultants, coordinating scope of services with other departments, negotiating terms and facilitating contracts through the legal review and approval process.
  • Maintains the use of effective reporting tools.
  • Development of all infrastructure capital plan projects from planning through construction to meet NTTA objectives.
  • Supports planning activities by providing schematic and environmental commitment reviews and partnering with local municipalities to create interlocal agreements.
  • Development and implementation of the department’s annual budget and participates in the development of NTTA’s Five-Year Capital Plan.
  • Represents NTTA at industry forums and presentations.
  • Other responsibilities include responding to inquiries, developing/reviewing design standards and specifications, responding to open-records requests for information, reviewing other department projects, and attends public meetings as needed.
  • Analysis, development, formulation, and administration of operating and project budgets. This includes approval of the forecast of funds necessary for staffing, and total project costs.
  • Execution of Project Delivery including planning, design, and construction in support of NTTA’s Five-Year Capital Plan.
  • Makes frequent staff presentations to Board of Directors and to external stakeholders.
  • Designs guidelines and specifications for construction projects, researching and developing engineering and construction techniques, and providing assistance with construction specifications.
  • Oversees the establishment, update and maintenance of necessary procurements, contractual and reporting documents to implement the timely and cost-effective delivery of NTTA projects.
  • Responsible for all aspects of personnel management of Project Delivery department employees, which includes employment actions, performance management, training, and career development.
  • Collaborates with other Departments in the planning and delivery of capital improvement and routine maintenance projects for all NTTA facilities.
  • Leads multiple projects by overseeing consultants and design engineers, monitoring project progress, ensuring compliance with local, state and federal regulations and design criteria, facilitating regular meetings with both internal and external partners, and monitoring the project budget.
