The Application Development Lead role is within KBR/NSS Intel division and is a contingent position based on contract award. The lead will design, develop, and deploy a web‑based tool on the Sponsor’s classified AWS environment, ensuring reliability, compliance, and secure software practices.
Core responsibilities include establishing architecture, overseeing coding standards, code reviews and QA, implementing encryption, authentication and role‑based access, integrating APIs and databases for non‑technical users, interfacing with third‑party systems, collaborating with the IT project manager and stakeholders, and continuously improving system reliability, monitoring and automation.
- Lead design, development, and deployment of a classified web‑based tool using AWS cloud services.
- Define and enforce application architecture, coding standards, code reviews, and QA practices.
- Implement secure software techniques including encryption, user authentication, and role‑based access control.
- Integrate APIs, databases, and services to enable functionality for non‑technical users.
- Develop programmatic interfaces with third‑party systems for asynchronous request/response exchanges.
- Collaborate with IT project manager and Sponsor stakeholders to translate requirements into technical solutions.
- Continuously improve system reliability, monitoring, and automation.

Required qualifications include an active TS/SCI clearance with polygraph, a bachelor’s degree in a relevant technical field, AWS certification, 5+ years of programming experience, 6+ years in classified IC application design, 6+ years managing the Sponsor’s AWS environment, agile experience, TMOD Archer expertise, and knowledge of SecDevOps practices.
Desired qualifications include a master’s degree, 10+ years of experience in the intelligence community, proficiency with AngularJS, JavaScript, Java, HTML, CSS, relational and NoSQL databases, SQL, Kubernetes, Terraform, Docker, and familiarity with Agile tools such as Jira or Confluence.

- Possess AWS certification and 5+ years of programming experience in web application technologies.
- Have 6+ years experience designing classified IC applications and managing the Sponsor’s AWS environment.

- Desired: master’s degree and 10+ years IC experience; expertise in AngularJS, JavaScript, Java, HTML, CSS.
- Desired: proficiency with relational and NoSQL databases, SQL, Kubernetes, Terraform, Docker.
- Desired: familiarity with Agile project tools such as Jira or Confluence.
