The Program Manager role, based in the southeastern United States (remote options), leads the regional federal portfolio for QGS. The position is accountable for program P&L, client satisfaction, and compliance within the Acquire–Comply–Execute model, and requires regular travel to federal project sites and partner locations.
Key responsibilities include acting as the primary liaison with stakeholders, supporting construction operations, managing budget, schedule, and scope documentation, owning financial performance (backlog, margin, risk, cash flow), enforcing the stage‑gated delivery model, establishing integrated program teams, and driving alignment, resource allocation, and lessons‑learned across projects. The manager also identifies and resolves risks, ensures compliance with FAR/DFARS, DCAA, NIST 800‑171, ISO 9001, and reports status to leadership.
Candidates must have 10+ years of program management experience with federal government, especially the Department of Energy, and a proven ability to build senior‑level relationships. A bachelor’s degree in a relevant field is required; PMP certification is expected within 12 months. Experience in matrix organizations, construction or craft‑labor projects, and knowledge of DOE operations and federal acquisition processes are essential. Ability to travel up to 40% and obtain a federal security clearance is required.
