HUD Compliance Specialist - (Onsite)

Vertically integrated real estate developer delivering mixed‑use, residential and hospitality projects.
HUD Compliance Specialist responsible for managing leasing, subsidy, and recertification processes in compliance with HUD/NYCHA regulations.
Collaborate closely with on-site Social Services, Temporary Move Specialists, and Property Management to support resident stability.
Manage internal transfers and special cases, working directly with NYCHA and leadership to ensure compliance.
Act as lead liaison with NYCHA and other public agencies; represent the property in resolving subsidy or compliance issues.
Lead annual and interim recertification efforts by proactively engaging residents and navigating NYCHA systems.
Coach residents through complex processes, including PACT pathways, unauthorized occupant resolutions, reasonable accommodations, VAWA claims, and family composition changes.
Identify and escalate issues affecting subsidy retention or resident eligibility.
Interpret PHA rent determinations and ensure accurate resident charges and adjustments.
Independently prequalify applicants and process all leasing activity in alignment with HUD/NYCHA regulations.
Serve as subject-matter expert for rent determination and lease charge corrections; update Yardi accordingly.
Maintain meticulous records of all leasing, subsidy, and recertification activity in accordance with program requirements.
Troubleshoot discrepancies in tenant ledgers, rent calculations, or subsidy postings in coordination with accounting and compliance teams.
Track outreach and engagement efforts, including walk-ins and scheduled appointments, for reporting and audit readiness.
Draft and execute lease agreements and submit to NYCHA with precision and timelines
Support internal reporting and respond to agency file reviews or audits as needed.

Minimum 3 years of direct experience in affordable housing leasing or compliance, with emphasis on HUD Project-Based Section 8 and NYCHA subsidy programs.
COS, TCS, BOS, FHS, or comparable certification preferred.
Strong understanding of PACT, LIHTC, and NYC-specific compliance protocols.
Demonstrated expertise in PHA rent determinations, Yardi Voyager, and agency portals (e.g., NYCHA SSOP/Owner Extranet/ DTR).
Maintain working knowledge of NYCHA Self-Service Portal and related online systems.
Excellent organizational, interpersonal, and problem-solving skills.
Proficiency in Microsoft Office Suite, including Word and Excel.
Excellent written and verbal communication skills.
Ability to excel in a fast-paced, multi-tasking environment with high attention to detail.
Bi-lingual (English and Spanish) proficiency is a plus but not mandatory.
