Outside Plant Engineer

Description

The engineer will design and plan OSP facilities, prepare engineering drawings and calculations, conduct field measurements, develop and monitor project budgets, and perform quality inspections. Responsibilities also include preparing permit packages, ensuring regulatory compliance, coordinating with municipal officials and other utilities, supporting service orders and expansions, updating CAD and tracking tools, and assisting contractors to keep projects on schedule and within budget. Additional duties cover site surveys, complaint investigations, plant repair projects, administrative record‑keeping, and drafting reports.

• Design and plan outside‑plant facilities for copper and fiber (aerial, buried, conduit).
• Prepare engineering drawings, loop loss calculations, and switch serving area designs.
• Conduct field measurements of poles, conduits, and buried infrastructure.
• Develop project budgets, track actual costs, and perform quality inspections.
• Prepare and submit permit packages to local, state, and federal agencies.
• Coordinate with municipal officials and utility companies to avoid project delays.
• Update CAD (FROGS), Varasset, and SiteTracker tools for project tracking.
• Support SSP contractors, make‑ready work, and joint‑use coordination for Frontier‑owned poles.
• Perform site surveys, investigate PUC complaints, and create capital projects for cell towers or plant repairs.
• Maintain engineering records, draft correspondence, and compile reports.

Requirements

Pearce is seeking a detail‑oriented OSP Engineer to design, plan, and implement outside‑plant projects involving copper and fiber networks. The position requires strong engineering, permitting, and construction coordination skills, as well as budget management and compliance with company and industry standards.

Candidates need 3–5+ years of hands‑on copper and fiber optic network engineering and at least 5 years of overall network or OSP experience, including permitting and fiber record management. Strong project management, organizational, and communication skills are required, along with proficiency in Frontier tools such as FROGS, Varasset, and SiteTracker. The role demands local travel, mileage reimbursement, and residence within one hour of Freeport, IL.

• 3–5+ years hands‑on copper and fiber optic network engineering experience.
• Minimum 5 years in network or OSP engineering, including permitting and record management.
• Proficiency with Frontier tools (FROGS, Varasset, SiteTracker) and strong project management skills.
• Excellent communication with municipal officials, utilities, contractors, and cross‑functional teams.
• Willingness to travel locally for fieldwork; mileage reimbursed; must reside within 1 hour of Freeport, IL.
