In response to significant client demand and a strong infrastructure pipeline, AECOM’s programme management advisory and delivery teams are expanding across all grades. We are seeking a senior programme manager to work independently or with a director to shape, develop, initiate and deliver client investment and business change programmes.
The role supports programme advisory and delivery commissions across the full lifecycle, including programme definition, delivery model and organisational design, readiness, maturity assessments, management and PMO design and implementation.
You will lead multi‑disciplinary teams to deliver high‑profile programmes for regional clients in water, transport, energy and infrastructure, shape strategy, build local relationships and foster a culture of excellence and innovation as the South‑West & Wales capability expands.
- Develop and deliver regional programmes aligned with sector and client priorities
- Lead, mentor, and help grow a newly established programme management function and diverse team, promoting technical and professional development
- Drive operational excellence and continuous improvement within this new regional function/team
- Support the team in the delivery of its strategic goals in relation to capability, growth and commercial targets
- Lead or support the delivery of significant, complex programme management advisory or delivery commissions involving multidisciplinary teams and diverse stakeholder groups
- Ensure commissions are managed and delivered to the appropriate quality standards and commercial expectations
- Ensure a robust approach to risk identification, evaluation and mitigation is applied to all commissions
- Develop strong relationships with clients and members of the cross‑functional teams to support successful delivery
- Identify and act upon business development opportunities with existing and new clients, including cross‑selling opportunities within and without the team
- Lead and support the development of proposals through the entire bid process
- Ensure all direct reports are engaged, developed and supported along their own career journeys
- Identify opportunities to share knowledge and best practice and promote the team both internally and externally with clients and relevant industry bodies

We are looking for candidates with public and private sector infrastructure experience—such as aviation, energy, rail and water—and preferably exposure to defence, government, highways, health and decarbonisation. The role requires complex, multi‑disciplinary programme and PMO management experience, a proven delivery track record and strong leadership, strategy development and relationship‑management skills.
Management consulting experience, senior‑level client engagement, line‑management in a consultancy setting and a robust industry network are essential. Candidates should be able to work across service lines, possess commercial acumen and have a history of winning and retaining clients.
A degree in project or programme management, construction or engineering is required, along with chartership (ChPP) or APM accreditation, and preferably Managing Successful Programmes certification. Experience using business information tools and a proven record in programme management within engineering/construction in the South‑West of England and Wales is highly regarded.

- Proven experience in programme management within engineering/construction, ideally in the South‑West of England and Wales
- Degree level education, ideally in project or programme management, construction or engineering
- Chartership (ChPP) or APM accreditation (or willingness to achieve)
- Managing Successful Programmes accreditation (or international equivalent) preferred
- Experience using business information tools preferred
