Senior Cost / Quantity Surveyor Manager – Data Center Construction

Description

The firm is seeking a senior Cost Manager / Quantity Surveyor to act as the primary client interface on a large‑scale, mission‑critical data‑center programme. The role is responsible for delivering value‑added cost management, ensuring the project is delivered on time, within budget and to the highest standards, with strong governance and commercial rigor. The successful candidate will lead procurement, change control and financial performance while mentoring junior staff and upholding Turner & Townsend’s purpose, values and vision.

• Develop and maintain detailed cost plans and estimates throughout design and delivery phases.
• Produce monthly cost reports, executive summaries, and funding data for stakeholders.
• Coordinate cost information from design teams, contractors, subcontractors, and vendors for validation and auditing.
• Compile built cost records for benchmarking and continuous improvement.
• Lead procurement strategy, pricing reviews, scope validation, and commercial negotiations.
• Manage final accounts and ensure timely agreement.
• Own change control process: review, estimate, negotiate, and reconcile change orders.
• Support cost risk analysis, scenario planning, contingency management, and commitment tracking.
• Implement robust cost control systems, including Earned Value Management where applicable.
• Integrate cost with schedule and scope, collaborating with project controls teams.
• Drive engineering priorities based on cost impact; lead value engineering and cost optimization initiatives.
• Monitor market trends and provide insights on escalation, labor, and material pricing.
• Serve as primary client interface to ensure objectives and service excellence.
• Prepare executive‑level updates and written comments on contractor submissions.
• Ensure adherence to internal business management systems and delivery methodologies.
• Mentor and coach junior team members, fostering a high‑performance culture.
• Manage financial performance including margin tracking and forecasting.
• Comply with SOX control responsibilities as applicable.

Requirements

• Bachelor’s degree in Construction Management, Quantity Surveying, Engineering or a related field.
• 5–7+ years of cost management/project controls experience in mission‑critical environments such as data centers.
• Construction consultancy experience preferred.
• Strong understanding of MEP systems and hyperscale data‑center infrastructure.
• Proficiency in budgeting, financial reporting, cost control systems, and Earned Value Management.
• Expertise in procurement strategies and commercial management of contracts.
• RICS accreditation or progress toward certification advantageous.
• Excellent communication, negotiation, and stakeholder management skills.
• Strong analytical, problem‑solving abilities with high attention to detail.
• Proficiency with industry‑standard cost management tools and software.
