Site Safety and Health Officer

Description

The officer will develop and implement site‑specific Health & Safety Plans, conduct inspections and audits, oversee hazardous material handling, and perform job hazard analyses. They will also support corporate policy development, deliver safety training, maintain OSHA reporting, document field activities, and prepare technical reports and corrective actions. Additionally, the role enforces regulatory compliance, exercises stop‑work authority, assists in emergency response, and coordinates communication with project stakeholders.

• Implement site‑specific Health & Safety Plans, Accident Prevention Plans, and Emergency Action Plans.
• Conduct field inspections, audits, and monitoring to verify regulatory and company safety compliance.
• Oversee hazardous material handling, sampling, remediation, and disposal activities.
• Perform job hazard analyses and identify project‑specific hazards.
• Assist in developing and revising corporate‑wide safety policies and programs.
• Deliver or coordinate HAZWOPER refresher, General Industry, and Construction safety training.
• Support OSHA reporting, recordkeeping, and incident investigations.
• Document daily field activities, inspections, accidents, incidents, and near‑miss events.
• Maintain safety equipment inventory and certification tracking.
• Prepare technical reports, root cause analyses, and corrective action plans.
• Apply local, state, and federal regulations (OSHA, USACE EM 385‑1‑1, Hawaii DOH) to projects.
• Recommend and enforce protective measures to mitigate hazardous conditions.
• Exercise stop‑work authority for unsafe acts and assist during emergencies.
• Communicate with project managers, subcontractors, quality control personnel, and clients.

Requirements

Nakupuna Consulting seeks a Health & Safety Officer to support environmental projects in Hawaiʻi and contribute to the corporate Health & Safety program. The role ensures regulatory compliance, promotes safe work practices, conducts hazard assessments, and supports program development across multiple initiatives. Knowledge of OSHA, EPA, DOE, and USACE EM 385-1-1 standards is required to manage safety for environmental, demolition, remediation, and hazardous material operations.

Qualified candidates should hold a bachelor’s degree in Occupational Safety, Environmental Science, Industrial Hygiene, Public Health, or a related field, and possess certifications such as CSP, OSHA 40‑hour HAZWOPER, and OSHA 30‑hour General Industry or Construction. At least five years of experience in construction, environmental remediation, demolition, or hazardous waste projects is required, with preferred experience on DOE and USACE projects and familiarity with Hawaiʻi regulations. A valid driver’s license and the ability to meet physical job demands are also necessary.

• Travel up to 25 % of time to government installations.

Benefits

The position offers a market‑based salary range of $110,000 to $140,000 annually and includes up to 25% travel to government installations. Physical requirements include lifting up to 30 lb, climbing, standing, and safely handling hazardous materials, with reasonable accommodations considered.
