Training & Onboarding – Support new hire orientations, drug testing, required certifications, weekly safety topics, and monthly meetings. Maintain training records and ensure client-required qualifications remain current.
The Safety Program Manager leads and improves the safety programs for Cal Valley and related entities, ensuring employees and subcontractors work safely and meet all regulatory and client expectations. This role provides strong field presence, clear accountability, and consistent oversight of safety processes across all civil and utility operations.
This role manages the core functions of the safety program, including field leadership, compliance, auditing, training, incident management, client portal requirements, subcontractor vetting, and digital safety tools. The Safety Program Manager oversees the Safety Coordinator and Safety Administrator and works closely with all project teams and major utility clients.
Safety Program Development – Maintain safety policies, emergency plans, accountability standards, and digital tools such as HCSS Safety. Reinforce safety expectations through consistent communication and cultural development.
Regulatory & Client Compliance – Maintain compliance with OSHA, Cal/OSHA, DOT, MUTCD, excavation requirements, and utility client standards. Manage OSHA logs, DIRT reporting, 811 oversight, and ISN/ITS/Avetta submissions.
Incident Management – Lead response and documentation for injuries, near misses, and property damage. Conduct root-cause investigations and manage corrective actions and follow-up requirements.
Field Safety Leadership – Conduct regular site visits, engage directly with crews, and review daily JHAs/JSAs. Provide guidance on high-risk tasks and ensure safe work practices in the field.
Leadership & Department Management – Support and direct the Safety Coordinator and Safety Administrator. Coordinate outside consultants and prepare safety metrics and reporting for executive review.
Subcontractor Oversight – Audit subcontractors for safety compliance and manage their annual requalification, including OSHA logs, EMR, and program documentation.
The Safety Program Manager reports directly to the executive leadership team and provides regular updates on safety performance, compliance, and program improvements. This role supports strategic decision-making by delivering accurate reporting, trend analysis, and recommendations that strengthen companywide safety operations.
Technology, Documentation & Reporting – Oversee safety systems including HCSS Safety, Telematics, HeavyJob tools, and Monday.com. Maintain records, audits, and training files while reporting trends to leadership and clients.
Candidates should have 7–10+ years of safety experience in heavy civil or utility construction with strong knowledge of grading, paving, underground work, excavation, and trenching. Experience working under major utility clients (PG&E, SoCal Gas, SCE) is preferred, along with familiarity with OSHA 1926, Cal/OSHA Title 8, MUTCD, and DOT regulations. Strong communication, leadership, incident investigation capability, and OSHA 30 is required (or obtained shortly after hire). A valid driver’s license and clean driving record are essential.
Proficiency with ISN, ITS, Avetta and HCSS Safety. Advanced credentials such as CHST, CSP, or similar are preferred. Additional value is placed on CPR/First Aid, Flagging Instructor certification, Caltrans/public works experience, and knowledge of SWPPP, QSP, or other environmental compliance programs.
Base salary is dependent on experience between $95,000 and $140,000.
