Deputy Manager - VPM

Description

The Deputy Manager – VPM will coordinate on‑shore and off‑shore EPC/PMC/EPCM projects, overseeing inspection, expediting and vendor performance evaluations. The role involves leading VPM activities, defining execution methodology, ensuring competencies, and actively participating in project meetings to plan and deliver supplies.

• Manage and coordinate all VPM activities for assigned projects, providing leadership and direction.
• Ensure project execution competencies, tools, procedures, organization, and resources are in place.
• Define and implement Vendor Performance Management methodology for projects.
• Participate in project meetings to plan, follow up and deliver supplies.
• Oversee VPM coordinators and inspection resources, supervising their work.
• Implement the Project Execution Plan as defined during the proposal phase.
• Review contracts and authorize VPM procedures prepared by managers.
• Authorize expediting and inspection levels based on project criticality analysis.
• Manage man‑hour costs and resource planning to achieve optimal staff utilization.
• Ensure inspectors and agencies comply with VPM specifications, company policies, and project requirements.
• Deliver key VPM project documents such as Pre‑Inspection, Pre‑Fabrication, Expediting, Inspection reports and release notes.
• Participate in regular VPM and procurement meetings with the project team.
• Support procurement managers in defining liquidated damages with vendor performance coordinators.
• Implement new procedures, tools, and technologies and qualify new suppliers.
• Develop guidelines and internal training to improve day‑to‑day activities.
• Maintain department personnel proficiency through technical training, appraisal and career planning.
• Foster a positive work environment and drive continual improvement.
• Coordinate with other departments to align company and project priorities.
• Identify need for subcontracting VPM activities and manage third‑party inspection agencies.

Requirements

Applicants should hold a Bachelor’s degree or Diploma in Mechanical Engineering with 8‑10 years of relevant experience; ASNT Level II and CSWIP 3.1 certifications are preferred. Fluency in English, strong knowledge of quality systems and supplier manufacturing, problem‑solving leadership, and experience working with multicultural, geographically dispersed teams are essential.

• Demonstrate strong knowledge of quality systems, regulations and supplier manufacturing processes.
• Exhibit problem‑solving leadership and ability to develop, improve and implement processes, policies and procedures.
• Experience working with multicultural teams across multiple geographic locations.
