  • Leads the development of prioritization tools used for the electrical investments of the existing and future portfolio to quantify the expected reliability improvements.
  • Strategy & Regulatory: Represents company interests before regulatory bodies. Provides strategic guidance and support on complex regulatory and technical issues. Assists executive and other senior leaders in identifying and managing risks, opportunities and business uncertainty driven from such things as changes in the industry (regulatory, process, forecasts) and projects/ growth endeavors under consideration. Provides input into the development of processes and strategies for the business unit that reflect knowledge of orders and regulations Stays abreast of changes in the industry and initiates effective responses across business areas such as studies/assessments, evaluation of threats/opportunities/possible outcomes, and recommendation of alternatives based on risk, value and implementation complexity.
  • Lead T&D study efforts in support of New York’s Coordinated Grid Planning Process (CGPP), while managing cross-functional teams beyond the NYISP organization to drive the development of $4-5+ billion in new project opportunities. Ensure alignment with aggressive timelines set by the New York Department of Public Service (DPS), delivering high-quality results under tight regulatory deadlines. Ensure all new project proposals are backed by strong technical justification and thorough documentation to support their progression through New York DPS proceedings and rate case evaluations.
  • Proactively identify and address process gaps within NYISP and across the broader organization to enhance operational efficiency. Lead the development and implementation of key process improvements, including formalizing company-wide CIAC procedures to ensure consistent application with the NYSEG/RG&E Tariff, streamlining the end-to-end load interconnection process, and establishing a structured approach for prioritizing the electric CAPEX portfolio.
  • Responsible for the advancement of new CGPP projects through the NYSEG/RG&E capital investment process, including coordination with the System Review Group and the Investment Planning ESP Governance Committee to ensure alignment with internal planning procedures.
  • Lead and manage the execution of needs and solution studies, including sensitivity analyses, to support the advancement of over $3 billion in CLCPA-related projects. Serve as the primary liaison between executive leadership, external stakeholders (including ACE NY and project developers), and regulatory agencies to effectively represent and promote company interests.
  • Anticipation, preparation and initiation of strategy discussions and activities as required to meet regulatory and key stakeholder expectations in support of business growth objectives and state mandated initiatives.
  • Priority engagement with all CAPEX rate case preparations, NY Department of Public Service (DPS) quarterly reporting duties and obligations, and support for other company related regulatory matters requiring planning leadership and participation.
  • Developing and building collaborative and constructive cross-functional relationships across internal business areas and external stakeholders including regulators and ISO’s.
  • Provides strategic support for the integration of global best practices opportunities from internal and external leaders of the utility sector.
  • Strategic and Technical Leadership: Provides strategic leadership of a highly technical team which includes a sr. managers, managers, and staff across multiple departments and often across organizations. Initiates, leads, collaborates or advises on a broad range of highly complex, multi-disciplinary technical issues across NYSEG/RG&E business areas such as equipment ratings, protection coordination, system topology design, reliability and resiliency approaches, and equipment standardization. Identifies and provides leadership and leads decision making as necessary toward the resolution of technical, operational and organizational issues and opportunities. Develops organizational performance measures and initiates actions to drive standardization and enhance performance. Reviews work processes, systems, procedures and practices and directs changes to improve productivity or control costs. Monitors emerging trends and evolving technology, evaluating and understanding the implications for inclusion in corporate strategies. Oversees and supports development and execution of DER related business cases as opportunities arise. Develops and executes strategies to garner internal and external stakeholder support.
  • Collaborate across planning functions and business areas, including gas system planning, to shape a long-term strategy for advancing Non-Wires Alternatives (NWA) and Non-Pipes Alternatives (NPA) projects. Work closely with the NWA/NPA teams to proactively identify viable opportunities and partner with NYSEG/RG&E Regulatory and external stakeholders to ensure seamless integration of these projects into the capital investment plan and rate case proposals.
  • Company Policy and Procedures: Interprets and administers company policies and procedures. Directs and implements training and development of the leadership team of the department personnel. Determines staffing needs and obtains approval for resource requirements. Develops and controls department budget. Recommends promotions, personnel changes, budgets, organizational changes and company policies. Directs and implement analysis, business case preparation and testimony in support of regulatory matters, including rate case proceedings.

  • Demonstrated ability to lead and develop cross functional teams, working across the organization to identify and solve highly complex, strategic and interrelated issues and needs having a broad impact on the Networks business, strategic and investment decisions.
  • Intimate knowledge of the AVANGRID / NYSEG / RG&E Capital investment process and responsible for ensuring that all electric capital projects adhere to annual requirements to support efficient project execution.
  • Ability to anticipate, navigate and lead efforts through increasingly complex business environments, regulatory compacts and stakeholder expectations.
  • Bachelor’s degree in electrical engineering or other relevant Engineering degree.
  • Demonstrates knowledge of processes, methods, data processing and modeling, studies and activities required in the successful performance of this position’s responsibility to lead the team that (i) initiate, analyze and identify the needs of the electrical distribution network and customers, (ii) deliver a thoughtful, pragmatic and innovative approach to the consideration and evaluation of solution alternatives (including wires and non-wires), and (iii) justify the selection of preferred solutions (projects and programs) and resulting investment plans.
