The Proposal Manager II position in Reston, VA operates on a hybrid schedule and is a key part of the Business Development team driving HGL’s growth and diversification. The role works closely with practice leaders, program managers, capture managers, and senior management to develop compelling, high‑quality proposals in response to RFPs and to contribute to company strategy, marketing campaigns, and brand image.
- Manage end-to-end proposal development, coordinating team activities and ensuring on-time submission.
- Evaluate RFPs and assist in proposal planning.
- Create proposal templates aligned with RFP requirements.
- Coordinate contributions from writers, technical experts, and external partners.
- Perform technical writing and editing as needed.
- Enhance proposal quality with effective layouts and graphics.
- Ensure compliance with RFP specifications.
- Oversee proposal production and delivery.
- Maintain opportunity databases with accurate data entry and tracking.
- Update stock narratives and graphics.

- 10+ years of relevant experience.
- BA/BS in English, Journalism, Communications, Marketing, or equivalent.
- Experience with formal government proposal processes.
