Key responsibilities include researching program requirements, applying quantitative and qualitative assessments to improve effectiveness, supporting contracts, grants, and interagency agreements, drafting notices of funding opportunities, reviewing grant applications, and reporting on program status and outcomes that advance bureau objectives.

Candidates must have experience using quantitative and qualitative techniques to evaluate complex, mission‑oriented programs, and possess knowledge of developing project plans, goals, and milestones. They should be familiar with political science, international relations, security policy, economics, and related fields, and have expertise in a geographic or functional specialty to advise on policy implications.
