

Global engineering provider for offshore, marine & energy sectors: newbuilds, conversions, repairs, renewables.
The role reports to the Manager/Deputy Manager/Assistant Manager and is responsible for ensuring compliance with the company’s policies, standard operating procedures, work instructions and quality procedures. The incumbent will continuously devise improvement initiatives for existing processes and procedures.
The incumbent maintains a reliable pool of subcontractors by screening, registering and applying a banding system, and liaises with internal stakeholders and subcontractors to align manpower loading requirements. They map subcontractor workloads in consultation with the Production Department, provide necessary information for tender submissions, and prepare commercial bid evaluations and negotiations when required. Coordination of all subcontracting work for specific projects, invoice reviews against work orders and progress claims, and final settlement assessments are also part of the role.
The role oversees subcontractor sponsorship classifications, assessing dependency ratios, project values, and ensuring responsible recruitment of foreign workers in line with guidelines. It tracks local worker employment, yard obligations under the Marine Sponsorship Scheme, conducts regular worker interviews and dormitory inspections, and processes documents such as job cards and work orders. Additionally, the incumbent issues commendations or warning letters based on contractor performance, prepares reports and presentations for management review, and performs ad‑hoc duties as assigned.
Candidates must hold a degree in Engineering and thrive in a fast‑paced environment, demonstrating strong organizational, problem‑solving, communication and interpersonal skills. The role requires the ability to work both independently and as part of a team. The position is based at Seatrium (SG) Pte. Ltd., Tuas Yard, Pioneer Sector 1, Singapore, with transport provided; working hours are Monday‑Thursday 8:00 am‑5:15 pm and Friday 8:00 am‑4:30 pm.
