Plant Manager

Description

• Foster a strong safety culture by ensuring compliance with OSHA regulations and site-specific safety procedures, promoting safe work practices across Operations, Maintenance, and all support functions.
• Ensure compliance with environmental permits and regulations, including air, water, and waste requirements, and prepare and submit all required environmental and regulatory reports.
• Identify employee development needs, providing coaching, mentoring, and professional development opportunities to maintain a motivated and high-performing workforce.
• Manages the working relationship with the neighboring chemical plant served by Selkirk’s thermal output, engages with its ownership, and maintains effective coordination and working relationships with its Operating employees.
• Provide leadership to all plant personnel, reviewing and updating procedures to ensure alignment with facility goals, regulatory requirements, and industry best practices, while maintaining dependable attendance to support site leadership.
• Effective in managing community relations and serving as a liaison with regulatory agencies, local officials, and external stakeholders on behalf of the facility.
• Develop and implement staffing, training, and qualification programs, ensuring all personnel remain properly trained and certified for their responsibilities and operational requirements.
• Manage key site programs, including Safety, Operations, Maintenance, NERC Compliance, Training, Chemistry, Administrative, and Environmental QA/QC, applying prudent utility practices and cost-effective strategies to support reliable performance.
• Serve as the primary point of contact for regulatory agencies and the local community, representing the facility during inspections, audits, and outreach activities to maintain the plant’s positive reputation.
• Carry out additional projects as needed to support continuous improvement, operational excellence, and Owner objectives.
• Oversee the Management of Change (MOC) program, ensuring that changes to equipment, systems, processes, and procedures are properly evaluated, documented, approved, and communicated to maintain safety, compliance, and reliability.
• Support Operations and Maintenance personnel by assisting troubleshooting of combustion turbines, steam cycle equipment, electrical and I&C systems, emissions controls, and balance-of-plant systems, using OEM and contractor support when needed.
• Lead plant-level commercial activities, including budgeting, procurement, contract administration, and vendor management, ensuring materials and services support safe and reliable operation of all major equipment and CHP systems.
• Oversee compliance with commercial agreements, including the O&M Agreement, fuel and transportation contracts, steam and thermal delivery agreements, power sales agreements, service agreements, and interconnection obligations.
• Manage plant expenditures through effective budgeting, forecasting, cost control, and financial reporting, preparing, and administering annual operating and capital budgets in accordance with the O&M Agreement.
• Direct planned and unplanned outages, managing schedules, resources, and scope to enhance availability, control costs, and support thermal delivery and production goals.

Requirements

• Proven experience in environmental compliance, budget preparation and oversight, organizational development, and contract administration, supporting both operational and commercial requirements.
• Strong technical proficiency in plant operations and maintenance, with the ability to support troubleshooting for key equipment, including combustion turbines, steam cycle components, electrical systems, I&C systems, and balance-of-plant equipment.
• Exceptional leadership and communication skills, both oral and written, with the ability to engage, influence, and motivate personnel at all organizational levels.
• Solid financial acumen, including experience in budgeting, forecasting, cost tracking, and implementing effective cost control measures to manage plant expenditures.
• Must possess a valid, unrestricted U.S. driver’s license and ensure it remains in good standing at all times.
• A Bachelor of Science degree in engineering or a related discipline is preferred, providing a strong foundation for understanding the technical requirements of power plant operations. Equivalent industry or military experience may be considered in lieu of formal education on a year-for-year basis.
• Demonstrated ability as a problem solver and team builder, with a successful record of leading change initiatives that improve technical performance, workforce engagement, operational results, and financial outcomes.
• Demonstrated experience as a Plant Manager at a natural gas–fired combined cycle power generation facility is strongly preferred. Prior supervisory leadership experience overseeing technical, supervisory, and hourly personnel at a similar power plant is required.
• Extensive knowledge of business practices and operational principles within power generating facilities, with particular focus on independent power producers and combined cycle operations.
• Comprehensive understanding of safety regulations, standards, and programs, with proven ability to cultivate a culture of safety, accountability, and continuous improvement among plant personnel.
