- Lead end‑to‑end cost management for hyperscale data‑center programs, aligning scope, budget and schedule.
- Develop and maintain detailed cost plans, estimates and forecasts using benchmarks and technical data.
- Manage change control, review and negotiate change orders, and ensure commercial governance.
- Oversee contractor and subcontractor pricing reviews, validate scope and shape procurement strategies.
- Coordinate cost forecasts with project schedules and milestones alongside scheduling teams.
- Produce and present monthly cost reports, executive summaries and financial updates to stakeholders.
- Interface with clients, stakeholders and consultants throughout project stages, maintaining strong relationships.
- Conduct cost risk analysis, scenario planning and monitor market trends for pricing, labor and material.
- Implement cost‑optimization and value‑engineering strategies to reduce lifecycle costs.
- Set, track and report performance via KPIs, delivering presentations to senior leadership.
- Manage financial performance using internal systems, BMS and delivery methodologies.
- Identify and improve cost‑management processes, templates and tools, capturing lessons learned.
- Provide leadership, mentor junior staff and foster a high‑performance, collaborative culture.
- Act as brand ambassador, develop market insight, build pipeline and pursue cross‑selling opportunities.
- Contribute to proposals/RFP responses and attend networking events to expand market presence.

The firm is seeking an experienced Associate Director – Cost Manager / Quantity Surveyor to lead cost‑management services for a large‑scale, mission‑critical data‑center program in Beaver County, PA. This client‑facing leadership role requires exceptional communication and the ability to influence stakeholders at all levels, while embedding Turner & Townsend’s purpose, values and vision throughout the project lifecycle.
- Hold a Bachelor’s degree in Quantity Surveying, Construction Management, Engineering or a related field; graduate degree preferred.
- 8–10+ years of cost‑management or project‑control experience on large‑scale, mission‑critical construction projects.
- Demonstrated client‑facing consultancy experience with strong stakeholder management.
- Knowledge of MEP systems, resilience requirements and campus‑scale infrastructure.
- Expertise in budgeting, financial reporting, cost control, Earned Value Management and procurement.
- Proficient with CostX, Oracle, Excel, Primavera or similar cost‑management tools.
- RICS accreditation or progress toward certification highly desirable.
- Excellent communication, presentation, negotiation and analytical skills.
- Highly organized with ability to manage multiple priorities under pressure.
