Subject Matter Expert in Integrated Network Systems of Systems (INSS)

Description

The INSS SME will support the Principal Director (PD) in participating with the Joint All‑Domain Command & Control Cross‑Functional Team (JADC2 CFT) and the C3 Leadership Board, as well as related working groups.

• Maintain technology roadmaps for subsurface, sea, land, air, space, EW, and cybersecurity systems.
• Coordinate roadmaps with DoD leaders, Services/Agencies, and key partners.
• Refine and update S&T roadmaps based on stakeholder feedback and investment changes.
• Develop, maintain, and integrate modernization tech roadmaps for the Principal Director.
• Support creation of strategy documents, DoD Instructions, and other department publications.
• Prepare presentations and reports for DoD leadership, agencies, Congress, industry, academia, and professional societies.
• Track department‑wide budgets aligned with the Principal Director’s initiatives.
• Organize and conduct meetings related to Integrated Network Systems of Systems (INSS).

Requirements

This is a regular full‑time position requiring U.S. citizenship and an active DoD TS/SCI clearance. The role includes a 7‑year pre‑employment background check, a salary range of $137,113.83 to $190,000 USD, and does not require a drug screen or contract award contingency.

The position may require access to U.S. federal facilities under the REAL ID Act, may involve technology subject to U.S. export control laws, and adheres to ENSCO's privacy policies and equal‑opportunity employment commitments.

• M.S. in Engineering or Science (STEM) with at least 14 years of relevant experience.
• Recent experience in military communications, protected RF, high‑data‑rate laser, smart networking, or related technologies.
• Knowledge of OSI layers 1‑7 (PHY through application).
• Ability to work with Universal Command and Control (UC2) language for M2M command.
• Experience developing mission capabilities to address technology gaps in the National Defense Strategy.
• Portfolio management experience and familiarity with DoD RDT&E processes.
• Background in engineering, analysis of alternatives, integration, requirements, testing, and cross‑domain solutions.
• Excellent writing, communication, and briefing skills.
• Active DoD TS/SCI clearance; U.S. citizenship required.
• Ph.D. in STEM with 20 years of subject‑matter experience (desired).
• DoD or National Capital Region work experience supporting senior government officials (desired).
