This position is accountable for the preparation of estimates, takeoffs, and gathering information required for project proposals. Activities of the incumbent include working closely with the project team(s) to ensure success in the bid proposal and award process.
- Participates in Safety and Environmental initiatives that will contribute to compliance with State/Federal regulations and improve existing Company programs.
- Reports any and all violations of applicable laws, regulations, or Company policies and procedures promptly and is subject to appropriate disciplinary action (including dismissal) for failure to do so.
- Organizes estimates, quotations, notes, plans, and other pertinent data for final pre-bid review and leads discussion of individual bid items.
- Lead estimating efforts for bridge spans, wharves, piers, and marine structures
- Collects all quotations and enters data into the project management information system regarding quote and survey information.
- Coordinates with subcontractors and vendors to make sure quotes are received by date, preferably before final review date, and are in compliance with bid form and per plan specifications.
- Prepares all bid documents and arranges in work sheet form.
- Contacts all material suppliers and subcontractors involved in a given project and solicits quotations on needed bid items.
- Collaborate with project teams on site investigations, takeoffs, bid strategy, and risk review
- Performs quantity surveys to develop a basis for cost estimates/pricing.
- Supervises preparation of man-hours and unit production for the various items in the project.
- Prepares listing of bid items for review by the Project Management Team.
- Maintains and updates vendor files for various construction materials and subcontractors.
- Complies with all applicable laws, regulations, and Company policies and procedures and is subject to appropriate disciplinary action (including dismissal) for failure to do so.
- Works as a key member of the Project Management Team helping to ensure success in the bid estimation process for marine construction projects.
- Assists in the review and analysis of bid documents for items relating to project risk, cost, or company capability.
- Responsible and accountable for incumbent's own personal safety.
- Assists in the establishment of proper sequencing of construction labor requirements and productivity.
- All employees, current and former, must maintain confidentiality by not disclosing to others any confidential, proprietary, or trade secret information belonging to the Company.
- Conducts investigation of potential project site accompanied by job sponsor.
- Responsible and accountable for the safety of all co-workers and any others the incumbent comes in contact with.

5+ years
A minimum of five (5) years estimating experience in marine construction or a related industry is required. Ideally, the incumbent must have familiarization with Project Estimating, Marine Construction Materials, Procurement, Construction Estimating, Scheduling, Project Tracking Software, Cost Control, Project Standards, and Safety & Environmental Compliance. B.S. in Civil Engineering/Construction Management or related discipline is preferred.
The individual must also be able to wear and properly utilize appropriate personal protective equipment (PPE) to work or visit within areas where it is required. This includes a hard hat, safety glasses, respirators, ear plugs, steel-toed shoes, or other protective equipment as required by the work performed and the location the work is being done.
The incumbent must be able to travel to potential project areas, maintain a current passport, possess strong computer skills, and have the ability to interface well with employees at all levels of the organization.
This individual must also have the ability to identify critical issues and formulate action plans with all levels of management including corporate.
