The Director - Commercial is responsible for overseeing budget management, cost control, and comprehensive reporting for major transport infrastructure projects. This role will have strong expertise in various systems associated with reporting and forecasting including Power BI, PRISM or similar systems. It ensures financial discipline, accurate forecasting, and detailed reporting to support strategic decision‑making and project success.
The role champions QIC's "Safety First" value, enacts stop‑work authority, models Qiddiya leadership behaviors, and motivates high performance through clear direction, feedback and recognition. It supports the development of contracting strategy, ensures legal and regulatory compliance, and works with stakeholders to align contracts budgets with organisational requirements.
Key duties include leading commercial and financial management and reporting, identifying cash‑flow trends, overseeing contracting strategy implementation, managing budgets, forecasts and cash flows, providing guidance on complex budgeting and cost‑control issues, and developing risk‑management plans. The director also drives continuous improvement, supports dispute resolution, coordinates with project controls, shapes procurement strategies, implements policies and software, and mentors a team of commercial specialists.
Qualifications include a bachelor’s degree in quantity surveying, commercial management, cost engineering, law or a related field, with RICS certification preferred. Candidates need 10‑15 years of commercial construction delivery experience on major programs, preferably in the KSA/Middle East, expertise in contracts, claims and arbitration, and proficiency with enterprise software such as Prism or SAP. Strong leadership, communication and stakeholder‑influence skills are essential.
