The HSE Officer develops, implements, and monitors health, safety, and environmental systems to meet project, contractual, and regulatory requirements, conducting site inspections, delivering training, and reporting non‑compliance to the Project Director while fostering continuous safety improvements.
In this role, the officer coordinates with project teams and other HSE managers, reviews contracts, procedures, and inspection plans for safety compliance, ensures proper equipment maintenance and laborer training, and monitors daily site activities to address any deficiencies.
- Develop and implement health and safety systems for the project.
- Assign inspection schedules and conduct staff safety training.
- Provide direction to improve health and safety implementation across the project.
- Review contract documents for safety requirements and advise the Project Director.
- Ensure safety procedures and inspection test plans meet contract specifications.
- Monitor site activities daily and issue non‑compliance reports as needed.
- Maintain safety records and verify regular maintenance of major construction equipment.
- Guarantee ongoing safety training for site laborers and monitor compliance.
- Participate in weekly project meetings and coordinate with other HSE managers.
- Stay current with Hill International’s Quality, Environmental, Safety, and Occupational Health policies.

Candidates must have at least three years of HSE experience, strong technical knowledge, exposure to electrical/facility projects, and a solid grasp of UAE and Abu Dhabi regulations. Required certifications include HSE Level 5 and Level 3, membership in a recognized professional body, and auditor qualifications for ISO 14001 and ISO 45001.
- Minimum three years of experience in health, safety, and environmental fields.
- Technical/engineering knowledge with experience in electrical/facility management projects.
- Strong understanding of UAE and Abu Dhabi HSE regulations (ADOSH/OSHAD).
- Mandatory HSE Level 5 and Level 3 qualifications.
- Membership in a recognized professional body (e.g., IOSH) with recent CPD record.
- Preferred working knowledge of ADOSH (OSHAD).
- ISO 14001 and ISO 45001 auditor qualifications.
