Director of Compliance

Description

The Director of Compliance is responsible for leading all compliance, regulatory, and risk-management functions for affordable housing rehabilitation and renovation projects. This role oversees agency reporting, subcontractor compliance, internal audits, insurance review, and legal coordination while ensuring the organization maintains full adherence to federal, state, and local requirements. The Director will also manage a small team, support project teams companywide, and drive continuous improvement in compliance processes.

• Lead and mentor two insurance associates responsible for subcontractor insurance review and compliance.
• Manage high volumes of subcontractor COIs and coordinate directly with insurance brokers to resolve deficiencies quickly.
• Standardize compliance procedures across all project teams to ensure consistent execution of wage compliance, procurement standards, and regulatory reporting.
• Maintain expert-level knowledge of all compliance requirements related to affordable housing projects, including Affirmative Action, Section 3, Davis-Bacon, prevailing wage, M/WBE utilization, OSHA, and regulations tied to HUD or municipal funding.
• Ensure complete documentation integrity, including digital filing, audit readiness, and proper record retention.
• Lead special projects related to compliance process improvement, technology implementation, or regulatory changes.
• Support agency audits, monitoring visits, wage investigations, and compliance inquiries.
• Assist with interrogatories and discovery requests as needed.
• Monitor emerging regulations (HUD, LIHTC, CDBG, HOME, Section 3 Updates) and revise company policies as needed.
• Review and finalize incident reports, providing feedback and direction to staff.
• Evaluate compliance-related risks—labor, safety, licensing, workforce goals—and develop mitigation plans.
• Oversee the master compliance calendar to guarantee timely submissions for workforce tracking, EEO/AA updates, labor compliance, and all required documentation.
• Train associates, site teams, and subcontractors on compliance protocols, prevailing wage requirements, reporting standards, and agency-specific expectations.
• Oversee and track progress on ongoing legal matters to ensure all obligations and deadlines are met.
• Collaborate with Safety leadership to integrate compliance and safety risk management.
• Advise senior leadership and project teams on urgent or emerging compliance issues.
• Serve as the primary compliance liaison with subcontractors, architects, owners, building departments, funding agencies, and municipal offices.
• May occasionally work around loud noise or outdoor environmental conditions.
• Develop and lead company-wide compliance and risk-reduction training initiatives.
• Oversee renewal and maintenance of all corporate business licenses, registrations, public-works approvals, and prequalification requirements.
• Ensure accurate and timely reporting for agencies such as HPD, the City of Newark, HUD, state housing finance agencies, and other funding or regulatory partners.
• May occasionally be required to operate a vehicle.
• Conduct internal audits of payroll, subcontractor files, procurement practices, and safety documentation to identify risks and implement corrective actions.
• Assess subcontractor insurance policies for exclusions, endorsements, and adequacy of coverage specific to construction risk.
• Manage all subcontractor compliance activities, including certification tracking (M/WBE, SBE, Section 3), insurance verification, and certified payroll review.

Requirements

• Occasional climbing, balancing, bending, kneeling, or crawling.
• Must be able to communicate clearly, read technical information, and maintain visual focus for computer work.
• Proficiency with computer systems; experience with Timberline and Elation is a strong plus.
• Regularly required to stand, walk, and sit.
• Frequent use of hands, fingers, and standard office equipment.
• Strong judgment and decision-making abilities.
• Bachelor’s degree in labor relations, business, or similar field preferred (not required).
• Ability to work both independently and collaboratively across departments.
• Ability to lift, carry, or push up to 25 lbs when necessary.
• Strong work ethic, self-motivation, and initiative.
• Exceptional written and verbal communication skills.
• OSHA-30 certification.
• Capable of handling a fast-paced workload with accuracy and professionalism.
• Excellent customer service orientation.
• 7+ years (construction industry experience highly preferred)
• Highly organized with strong attention to detail and the ability to manage strict deadlines.
