The Asset Renewal Project Manager reports to the Asset Renewal Program Manager and is responsible for managing the development and implementation of work packages and Task Orders. This individual also provides direction and input on projects from the design development stage through construction. The characteristic of the candidate is a well-rounded individual who has managed pre-construction and construction services in a large airport environment, with an emphasis and understanding of MEP systems. The ability to lead a collaboration of stakeholders, designers and contractors will be critical to the program’s success. The Asset Renewal Program replaces end-of-life airport assets, primarily MEP fire and security systems, vertical and horizontal transportation systems, building enclosure assemblies, below-grade utility systems, baggage systems, and passenger boarding bridges.
Planning and defining program goals and devising methods to accomplish them, developing in-depth knowledge of owner objectives, contract terms, and airport policies.
Prepare reports summarizing progress of pre-construction activities for senior management.
Providing direction and management for assigned project and ensuring on-schedule completion within or below budget in accordance with contractual obligations.
Works with the Design Manager who will be managing the Design Review Team (DRT) design review process for assigned project(s) through all phases of design including significant design changes during construction.
Ensuring all work is performed with and inspected to the latest versions of the LAWA Design and Construction Handbook (DCH), plans and specifications including approved changes, submittals, and RFI’s.
Participate in all necessary coordination meetings with designers, contractors and stakeholders.
Developing and maintaining a high level of team morale through professionalism that reflects well on the project team, external stakeholders and LAWA/internal stakeholders.
Primary liaison and airport/owner representative responsible for directing and managing the project.
Management of project within budget and schedule constraints while maintaining all necessary scope elements.
Managing project scope to meet or exceed project goals and objectives.
Works with the Design Manager who will be managing the design process during design and construction including resolution of technical design issues, issuing design non-compliances, issuing field non-conformances, timely processing of RFI’s, coordinating shop drawing reviews, participation in and approval of factory and site acceptance tests, coordinating material approvals, coordinating mock up approvals, providing reports, drawings and specification interpretation, participation in testing and commissioning activities, managing the punch list process and other activities as required to ensure the design process supports the project goals.
Assure that current and timely Task Orders and Change Orders are documented and administered properly.
Maintaining documentation on the approved scope of work for the project to include all related agreements, authorizations, reports, drawings and specifications. This documentation shall include narratives for all scopes of work as well as a coordinated CAD representation including all projects for key disciplines.
Planning, directing, supervising and controlling the execution of all technical, fiscal, and administrative functions of the assigned project.
Work with the Asset Renewal management team to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.
Review change proposals for contractual compliance and alignment with fair market value.
Develop the RFP and oversee the procurement process for designers and contractors.
Responsible for scope development and scope management of the project to meet project goals and objectives.
Working with team members and airport management to develop budgets, schedules, and plan for the various elements of a project.
Reviewing pay applications to ensure proper verification of completed work and compliance with contract requirements.
The Asset Renewal Project Manager may act as LAWA’s primary representative on a project, establishes standards for meeting minutes, records, etc., and coordinates design and pre-construction services with other LAWA divisions and Jurisdictions Having Authority (JHA’s) (Planning, FAA, TSA, AQMD, SHPO, EPA, LAUSD, LAFD, BOE, LAPD, etc.) as appropriate. Coordinates messaging plan, notices, contingency planning and other tasks as needed.
Maintaining an excellent working relationship with the design and construction professionals geared towards open communications and mutual problem solving in the best interest of the project and all other parties involved.
Monitoring and leading efforts related to the permitting process required by the design team and contractor
Knowledge in design and construction contracting practices and methodologies.
Proven ability to perform in a management capacity.
Ability to assemble KPI’s and decisions needed for Governance and presentation to others, including the executive staff
Maybe required to work past regular work shift.
Hardware/Software Knowledge
Familiarity with Project Management Information Systems.
Ability to conduct field surveys and investigations to capture detailed and accurate field conditions. This information shall be used to enable strategic design and construction decisions.
Relevant professional licensure and/or certification are strongly preferred. Certifications may include AAAE, LEED, PE, PMP, AICP, etc.
Becoming thoroughly familiar with required contractual obligations and technical aspects of all facilities to be erected.
Master's degree preferred.
Abilities to identify and study options to complex design, operational or constructability issues.
Knowledge and experience in the project design life cycle from Concept to Project Definition Book to Permit to Bulletins.
Ability to work in CAD or REVIT preferred.
Knowledge and experience in the project construction life cycle from Pre-Construction to estimating/buyout to phasing to implementation to Closeout.
Experience with various delivery methods, including Design-Bid-Build, and Design/Build.
Excellent written and oral communication skills and a thorough knowledge of industry practices and regulations.
15 years or more experience, preferably on airport projects.
Proficient in Microsoft Office Suite and Bluebeam.
Experience with projects more than $50 million in value.
Project Manager and Technical/Construction Leader with experience in an operating/active environment.
Bachelor’s degree in Architecture, Aviation, Business, Engineering, Construction Management, Planning or other related technical field required.
