The incumbent will oversee on-site implementation, supervision, monitoring, auditing, and continual improvement of corporate and division health, safety, and quality management systems. Responsibilities include developing manuals and procedures, serving as the primary client contact for EH&S issues, leading multidisciplinary project teams, and coordinating contractor activities such as access permissions, lockout/tag-out, and safety reviews. The representative also provides technical guidance on regulatory inspections, delivers training, and ensures emergency response and business continuity plans are in place.
- Prepare manuals, SOPs, and performance reports for EH&S programs.
- Develop and maintain plans, policies, and procedures to improve division risk management.
- Serve as primary client contact for EH&S compliance issues in construction and industrial safety.
- Lead multidisciplinary project teams to develop and implement EH&S construction and contractor management programs.
- Coordinate contractor activities: access permissions, lockout/tag-out, pre-construction meetings, tender reviews, safety reviews, inspections, orientations, and job safety analyses.
- Provide technical guidance on regulatory inspections and liaise with regulators such as Ministry of Labour, TSSA, and Fire Services.
- Deliver training to management and frontline staff on safety compliance and emergency response.
- Plan and conduct audits, self-assessments, and peer audits; produce reports and recommend improvements to the Quality Management System.
- Prepare analytical reports on compliance, risk management, and performance metrics.
- Maintain accident and incident reporting system, conduct root‑cause investigations, and track key performance indicators.
- Perform regular site inspections, identify hazards, recommend corrective actions, and ensure follow‑up.
- Develop and test site‑specific contingency and business continuity plans; respond to emergencies as needed.

Candidates must hold a post-secondary credential in engineering, occupational health and safety, or a related discipline and possess extensive experience in construction/industrial health and safety and quality-management system implementation. A thorough understanding of relevant legislation—including the Occupational Health & Safety Act, Construction Regulations, CEPA, TDGA, EPA, OWRA, SDWA, TSSA, and municipal bylaws—and familiarity with ISO 14001, ISO 45001, and ISO 9001 are required. Strong project-management, audit, and analytical skills, as well as the ability to interpret specifications and contracts, are essential.
- Post‑secondary education in engineering, occupational health & safety, or related field.
- Extensive experience in construction/industrial health & safety and quality‑management system implementation, including internal audit functions.
- In‑depth knowledge of OH&S Act, construction regulations, CEPA, TDGA, EPA, OWRA, SDWA, TSSA, and related bylaws.
- Familiarity with ISO 14001, ISO 45001, and ISO 9001 standards.
- Proven ability to assess compliance, develop audit reports, and create action plans.
- Strong project management skills with experience leading complex safety projects.
