Identify conceptual relocations, easements, and prepare utility construction permits, Notice to Owners (NTO), and Utility Agreements (UA).
Review design plans and prepare utility conflict matrices, cost estimates, schedules, and relocation agreements.
Serve as primary liaison with public and private utility owners (water, wastewater, gas, electric, telecom, storm drain).
Oversee resource planning, staffing, and budget control across multiple concurrent projects.
Supervise and mentor Utility Coordination Leads, Field Managers, and GIS/Data Management staff.
Establish frameworks, procedures, and standards for utility research, data management, and conflict resolution.
Coordinate with Caltrans, municipalities, and regional authorities to ensure compliance with state, local, and federal regulations.
Facilitate meetings and maintain clear communication through reports, maps, as-builts, and design documentation.
Lead utility clearance activities, including desktop investigations, SUE investigations, potholing, and conflict analysis.
Drive business development efforts to secure new contracts by maintaining strategic client relationships, and identifying growth opportunities.
Manage GIS-based utility data systems and ensure data integrity for cross-sector usability.
Promote collaboration and deliver communication across the Energy, Transportation, and Water sectors.
Develop and execute Cordoba’s Utility Coordination Program aligned with ASCE 38-22 and industry best practices.

Strong knowledge of ASCE 38-22, relocation strategies, and regulatory requirements required
Familiarity with Caltrans procedures and alternative delivery methods (design-build).
Experience with GIS-based utility databases and MicroStation/AutoCAD for plotting utilities in 2D/3D preferred
Excellent communication and negotiation skills with the ability to collaborate with utility clients and customers, engineers, inspectors, and construction crews
OSHA 20 training preferred
15+ years of professional experience in utility coordination, relocation, and subsurface investigations required
Proficient in the MS Office suite including Word, Excel, PowerPoint, and Outlook
Utility coordinator experience with wet and dry utility systems and right-of-way considerations required
Bachelor’s degree in Civil Engineering, Construction Management, or related field (or equivalent experience) required
