Execution & Commissioning Lead

You will make decisions on technical matters and provide all necessary input to the Project Lead Construction Technical Engineering. A team of inspectors with expertise in your discipline will support you. The position is based at a construction site or shipyard in Singapore and reports hierarchically and functionally to the Lead Execution Manager, and operationally to the Construction Manager.

General Description: We are seeking an experienced Execution & Commissioning Lead to oversee the execution phase of a large-scale offshore energy infrastructure project. This role is responsible for the technical design, quality assurance, and scheduling of auxiliary systems installation and construction on a 2GW platform. You will take full ownership of this scope within the project, ensuring all requirements are met, including contractual obligations, technical standards, and industry best practices.

• Prepare and evaluate decision proposals and non-performance reports in alignment with relevant departments.
• Support procurement processes.
• Ensure contractor compliance with safety, health, and environmental (SHE) regulations.
• Assist project management in risk and contract management.
• Ensure functional readiness of systems and components.
• Support development of Work Breakdown Structures (WBS) for project-specific needs.
• Coordinate with internal and external technical specialists.
• Oversee fulfillment of work packages and escalate issues when necessary.
• Manage progress tracking and quality control.
• Collect and process lessons learned.
• Lead all technical project management activities within the assigned scope.
• Manage handover of assigned technical systems.
• Contribute to the development of technical and handover standards.
• Prepare status and deviation reports.
• Monitor interface management between sub-project leads and stakeholders.
• Coordinate directly assigned contractors and internal stakeholders.

• Willingness and ability to work on- and offshore.
• Initial location: Netherlands (first 3-6 months), followed by residential assignment in Singapore or Batam
• Minimum of 5 years of relevant experience in technical project management.
• Excellent verbal and written communication skills in English.
• Proficient in MS Office (Word, Excel, PowerPoint).
• Bachelor's or Master's degree in Electrical or Mechanical Engineering or equivalent.
• High mobility and resilience.

• Valid driver's license.
• Strong interpersonal and teamwork skills.
• Structured and independent working style with a proactive mindset.
• Strong background in mechanical engineering.
