  • Responsible for providing complete, turn-key acquisition of materials and services compliant with Government standards and requirements and established ADTECH QMS Procedures.
  • Procurement System Internal Auditing and support resolution for FAR/DFAR compliance.
  • Support audits related to subcontract activity to include CPSR.
  • Develops strategies for negotiating and ensuring conformance to subcontracts.
  • Subcontract Administration.
  • Administers subcontracts, including the bidding process, negotiation and execution of subcontracts, compliance enforcement, change management, subcontractor performance management, and subcontract closeouts. Issue subcontracts as directed, modifications and notices to Subcontractors.
  • Assures all Government contract/subcontract requirements are met:
  • Ensures SCM organization partners with Quality organization to qualify suppliers and to monitor their performance using an established Supplier Corrective Action process (SCAR).
  • Assists in identifying primary and alternate sources for critical items needed and encourages suppliers to remain competitive to achieve best value (quality, lead time, parts and service).
  • Supports maintenance of CPSR (Contract Purchasing System Review) certification by implementing policies, procedures, and work instructions for executing and controlling purchase orders and subcontracts to subcontractors.
  • Works closely with Proposal / Project Managers and Contracts staff on developing RFPs with appropriate Terms and Conditions and required flow down FAR/DFAR clauses for subcontracted work and negotiating and finalizing Subcontract Agreements with subcontractors.
  • Develops strong understanding of all government contracts/subcontracts and evaluates for executing correct FAR flow-downs and ensuring FAR/DFAR/NFAR compliance.
  • Prepares and issues POs for subcontracted items or labor and serves as backup procurement specialist in purchasing specialized parts/materials to support production and sales.
  • Create and maintain Government compliant Procurement files, conduct Price Analysis and the expertise to perform a Cost Analysis.

  • BA/BS with 10+ years Government Subcontracts / Procurement experience or equivalent experience. CFCM certification strongly preferred.
  • Understand Statements of Work, Specifications, Data Item Descriptions, Data Requirements, Classified Information Security Specifications and Customer Furnished Information, Equipment and Property. Understand and be able to perform Subcontract Cost and Pricing Data Analysis.
  • Have a thorough understanding of all FAR/DFAR/NFAR clauses as related to procurement practices and guidelines (RFQ, Price/Cost Analysis, Sole Source, DPAS, Debarment, etc.)
  • Working knowledge of ERP Purchasing system - CostPoint experience highly desirable.
  • Understand organization and sections of the subcontract document, including the line-item pricing, line-item descriptions, packing and marking requirements, inspection and acceptance requirements, delivery and performance requirements, subcontract administrative data, program and / or project specific terms and conditions, customer and / or regulatory agency regulations-based terms and conditions.
  • Highly organized and process driven.
  • Experience as responsible lead person on major program critical subcontractors.
  • 5+ years FAR/DFAR experience including purchasing of GFE items and FAR Flow-Down Clause and CPSR (Contract Purchasing System Review) experience.
  • Experience in a complex manufacturing environment.
  • Ability to communicate effectively and work well in a team-based environment.
  • Experience with development articles and prototypes, prime mission equipment, spares, support equipment and site support.
  • Excellent attention to detail.
  • “Cradle to grave” (proposal to close out) subcontract management experience.
  • Experience in a large hardware / software systems integration environment. Experience in large major cost-plus subcontracts.
  • Support multi-function teams and provide program management oversight of the subcontractor. Support subcontractor search and selection teams. Experience in searching, identifying and selecting new subcontractors.
  • Demonstrated leadership skills. Highly motivated and ability to work independently.
  • Knowledge of ITAR, EAR, BAA and CUI regulations.
