The Project Manager II (PM II) is accountable for all aspects of design‑build/engineer‑procure‑construct projects, including prime‑contract administration and oversight of engineering, design, procurement, scheduling, and construction teams. The role directs field office operations, manages construction subcontracts and purchase orders, and ensures compliance with contract specifications through auditing and inspection. The PM II may also perform on‑site project management duties as needed.
- Manage integrated Design‑Build (DB)/Engineering, Procurement, and Construction (EPC) teams from project inception through completion, including pursuit phase if requested
- Provide overall direction and coordination of intermediate and final engineering design and construction activities
- Administer and manage the prime contract, construction subcontracts, and purchase orders
- Ensure compliance with customer goals and expectations for safety, quality, and environmental stewardship
- Plan, execute, and report on overall project performance
- Work directly with the customer to maintain optimal communication, satisfaction, and coordination on‑site
- Mitigate and resolve potential disputes effectively
- Develop and oversee compliance with project‑specific health and safety plans and quality control/assurance plans
- Respond to and oversee Requests for Information (RFIs)
- Perform value engineering and constructability reviews
- Develop procurement status reports with engineering, design, scheduling, and estimating teams, defining work segregation by subcontract and purchase order packages
- Develop and oversee subcontractor and supplier scope, price, and schedule exhibits
- Coordinate local bidding efforts with procurement teams
- Provide procurement oversight of subcontracts and purchase orders
- Review and approve subcontract and purchase order invoices
- Oversee subcontractor and purchase order submittals
- Develop initial project‑specific schedules with engineering, scheduling, procurement, and field construction staff
- Monitor progress of conceptual, intermediate, and final engineering design and construction activities
- Administer and manage changes to the prime contract
- Develop a project‑specific Schedule of Values
- Submit and expedite timely receipt of progress payments
- Coordinate, prepare, and present monthly progress, budget forecasting, and schedule management reports
- Execute project close‑out and warranty administration
- Perform post‑construction cost review and reporting
- Ensure optimal relations among project stakeholders, including customers, design teams, subcontractors, and suppliers
- Train and mentor junior staff
- Adhere to internal standards, policies, and procedures

Candidates must hold a bachelor’s degree in business, construction science/management, engineering, or a related field, or possess equivalent experience. At least eight years of construction project management experience, preferably with DB/EPC projects in the power delivery sector, is required, along with deep knowledge of transmission, distribution, and substation materials, methods, and equipment. Proficiency in engineering, estimating, scheduling, bidding, contract administration, budgeting, safety, and quality assurance is essential.
Travel up to 50 % of the time, or as project needs dictate, may be required.
