Must be always On-site whenever work is being performed (make frequent observation of contractor’s activities and adherence to M&PT when in public ROW). Immediate notification to PM of any and all problems or foreseeable issues throughout construction or any complaint presented by the general public.
Maintain a project change order and correspondence log
Maintain a daily on-site as-build project plan
Ensure all CIP/NERC requirements are maintained throughout the project execution
Inspect work in progress to ensure that workmanship conforms to specifications, quality and adherence to construction schedules.
Initiate transmission outage requests and maintain logs for change orders and correspondence.
Communicate regularly with the Project Manager and coordinate with local/state authorities.
Coordinate and supervise all on-site construction activities, including electromechanical and civil work.
Must review contractor invoices and schedules.
Conduct weekly project progress meeting. Request the contractor two week look ahead schedule at each weekly meeting.
Coordinate as necessary with all local and state municipalities throughout project execution
Keep on site and updated the H&S, Environment and Quality project binder.
Conduct site inspections to verify workmanship and adherence to specifications.
Monitor project progress, maintain documentation, and prepare weekly/monthly reports.
Review and understand the project Documentation and any related documentation and provide input to enhance the constructability of the Project, taking into account schedule, cost and quality considerations.
Work in the preparation of Final File.
Manage material deliveries and maintain accurate as-built project plans.
Must do Reporting – Weekly Report, Monthly Reports, site weekly minutes of meetings.
Facilitate resolution of construction issues by collaborating with engineering, contractors, and suppliers.
Ensure compliance with safety, quality, schedule, and cost requirements.
Attend safety, environmental, and quality meetings; maintain project binders.
Review contractor invoices, schedules, and change orders; provide recommendations.
Diligently ensure compliance with safety regulations, conducting safety inspections, and identifying potential hazards to mitigate risks and maintain a safe working environment for all personnel.
Monitor Schedule - Look Ahead vs. PM
Adhere to company policies and regulatory requirements (CIP, FERC, NERC).
Coordinate Material delivery between the client’s Stockroom, and Contractor.
Promote a proactive safety culture by encouraging open communication, reporting unsafe conditions, and suggesting improvements to safety practices.
Minimize Change Orders. Support Project Manager Services to review any requested Change Orders/Notices or other claims submitted by Construction Contractors which relate to additional payments, schedule adjustments or other modifications to the Project, and make such recommendations to the utility regarding the legitimacy of such claims and review the Construction Contractor’s proposed mitigation.
Must attend the contractor’s safety, environment and Quality meetings; provide a tip in the onsite meeting.
Inspect all project related construction material for damage and completeness for the project execution

Ability to investigate and solve construction problems in a timely manner with minimum dependence on others
Bachelor’s degree in Engineering, Construction Management, or equivalent education with 10 years relevant experience required.
Strong verbal, written, and interpersonal communication skills
Continuously communicate (written and verbally) with the associated PM
Must be an Authorized Person approved by both Divisions (Binghamton and Elmira) to hold Clearances, Assurances, and Permissions and can complete the appropriate documentation.
Facilitate resolving construction problems, discrepancies, procedures, and methods by working with engineering personnel, inspectors, contractors and suppliers. Must have strong communications skills.
Knowledge of GPS Systems & knowledge of SAP is preferred
Computer and Administrative skills
A minimum of ten (10) years of progressive related electric utility industry experience, with transmission facilities construction management experience preferred.
Knowledge of NRA clearances and switching orders would be beneficial
Must have current US Work authorization and valid US Driver License in good standing
Detailed work experience in electrical Utility transmission UV/OV & civil construction
Ability to read and interpret specifications and drawings and convey interpretations to contractors
Five (5) years' experience in a supervisory capacity preferred
FCM must be organized, must document everything to provide a good paper trail
