Agency site visits - During agency site visits, the EI will accompany agency personnel to answer questions and ensure their safety on the worksite. Agency concerns will be immediately brought to the Client’s attention as well as tracked in the master spreadsheet for resolution.
Internal compliance calls - TRC will take the lead on scheduling, minute taking, and task tracking as it pertains to weekly meetings specific to compliance for construction of Project infrastructure. This includes coordination with the construction contractors and other Client personnel, especially for updates to the construction scope and/or schedule.
Prepare and maintain reports relating to project compliance.
Conduct pre-construction activities, construction monitoring, and prepare monitoring reports.
Daily field inspection and compliance inspection reports - The EI will inspect installed erosion and sediment control devices in areas of active construction in accordance with the Project Stormwater Pollution and Prevention Plan (SWPPP). The EIs will provide daily field inspection reports during construction for internal documentation. These reports will be suitable for support of agency-required environmental report submittals. The EI team will aid in the preparation of the Environmental Weekly Report to include reporting of the problems encountered, contractor nonconformance/ deficiency logs, and each instance of noncompliance observed by the EI during the reporting period (both for the conditions imposed by the FERC and environmental conditions/permit requirements imposed by other federal, state, or local agencies). The EIs will include in their reports a description of the corrective and remedial actions implemented in response to instances of noncompliance, nonconformance, or deficiency; the effectiveness of corrective and remedial actions implemented; a description of any landowner/resident complaints which may relate to compliance with the requirements of the order, and the measures taken to satisfy their concerns. The EI team will coordinate with Protected Species Observers to include status and observations of protected species in the Environmental Weekly Reports.
Work with construction crews to maintain compliance with permits and regulations.
Develop and host compliance training - Trainings will be provided on a regular basis to new contractors and visitors, and these trainings will be delegated to and facilitated by the EI. This includes the identification of appropriate personnel to execute trainings in compliance with the Project requirements. The goal is to ensure employees, contractors, and visitors are appropriately trained in the Project’s relevant environmental requirements and the Client’s commitment to compliance. The EI team will ensure the training program complies with environmental federal, state and local laws, codes, and permit standards. The EI team will ensure all contractors and visitors receive environmental training before beginning work, adequate training records are kept, and refresher training is provided as needed to maintain a high awareness of environmental requirements
