Participate in recurring progress meetings and interface professionally with agency stakeholders and partner consultants.
Support governance, compliance, and risk-based decision-making for capital program leadership.
Integrate schedule data and cost estimates into risk models, develop Monte Carlo simulations, and produce probability distributions, confidence levels, and P-value indicators (P50, P80).
Lead and facilitate project risk workshops with project managers, schedulers, estimators, engineers, and financial stakeholders.
Perform quantitative risk analysis on cost and schedule using Oracle Primavera Risk Analysis (Pertmaster) and Lumivero Palisades @Risk.
Develop mitigation strategies and monitor implementation progress throughout project lifecycle.
Coordinate with scheduling and estimating teams to ensure data integrity for all risk inputs.
This position supports the delivery of major capital construction programs by developing, executing, and communicating project risk management processes. The specialist conducts quantitative cost and schedule risk analyses, leads multidisciplinary project risk workshops, facilitates stakeholder engagement, and produces professional risk reports for executive review.
Prepare written risk assessments, dashboards, heat maps, and executive-level risk briefings.
Assemble, manage, and maintain project risk registers aligned with Port Authority standards.
Proven experience leading structured risk workshops and guiding large project teams through process steps.
Certification in risk or scheduling (e.g., PMI-RMP, PSP, CCP, DRMP).
Ability to translate technical risk results into clear recommendations for non-technical stakeholders.
Direct experience crafting professional risk reports, risk registers, and presenting findings to executives.
Strong foundation in CPM scheduling (Primavera P6) and capital cost estimating concepts.

7+ years of experience in project risk management within capital infrastructure or major transportation programs.
Bachelor’s degree in Engineering, Construction Management, Finance, or a related technical field.
Ability to manage multiple concurrent projects in a fast-paced capital program environment
Experience working on Port Authority, DOT, MTA, DEP, NYPA, or federal infrastructure programs.
Location: Hybrid – Downtown Manhattan (4 World Trade Center)
Work Arrangement: Onsite at 4 WTC with remote flexibility
