Ensuring that the asset management strategies implemented meet the relevant standards and are in compliance with all relevant legislation and can be managed in line with best practice.
Participating in programme and project planning and delivery for any rationalisation or similar projects.
Maintaining knowledge of relevant property and planning law and practice, building regulations, sustainability targets, market trends and workplace modernisation.
Developing an understanding of the specific demands of the civil service, and the overall public sector more generally, in terms of property requirements and overarching policy objectives relating to the accommodation portfolio.
Reporting to the Head of Portfolio Planning, the Portfolio Planner will work as part of a
Ensuring that value for money solutions are applied in managing the property portfolio.
Evaluating and quantifying the property needs of Government Departments and Agencies (offices, public facilities, storage etc), in line with their blended working requirements, and the existing accommodation portfolio.
Partnering with internal colleagues in Property Management teams to identify and assess the impact of proposed business changes or strategic planning on the estate, identifying where business cases will be required and ensuring that they are developed accordingly.
Working closely and collaboratively with colleagues across different sections of the OPW to assist in the development of data driven plans for portfolio consolidation, rationalisation, modernisation or sharing of buildings and facilities in line with the Estate Management Strategy.
Assisting in the development and review of property asset management strategies for the State’s portfolio, in the context of available funding budgets and occupier requirements.
Implementation and adoption of new workplace design standards and delivery of performance metrics to ensure efficient/effective asset management.
Communicating effectively with both internal and external professional and administrative personnel.
Researching, analysing and preparing reports on the feasibility and cost benefits of potential property investment or disposal opportunities within the State portfolio in the context of the accommodation needs of Government Departments and State agencies and the overall Irish commercial office market.
Providing reports to the Head of Portfolio Planning, in relation to project milestones, planning, delivery and implementation.

While the work will be mainly office based, from time to time the Portfolio Planners will be required to travel for site visits, meetings, training etc. Please note that as part of their induction, the successful candidate will be expected to travel to various locations throughout the country to familiarise themselves with the properties under the remit of the Portfolio Planning Unit. Travel and subsistence will be paid in accordance with Civil Service regulations.
