The Vice President, Water leads Westwood Professional Services’ Water market sector, overseeing water and wastewater infrastructure services such as treatment, water resources, stormwater, and related public infrastructure. This role guides market strategy, financial performance, project delivery, and team development across water‑focused disciplines, aiming to expand Westwood’s footprint in municipal utilities, flood control, drainage, modeling, and treatment design.
Key responsibilities include defining the sector’s strategic plan, monitoring regulatory and funding environments, and cultivating opportunities with municipal utilities and regional water agencies. The VP manages P&L, budgeting, risk, and ensures high‑quality project execution while driving business development and fostering relationships with public utilities and regulatory bodies. Collaboration with Transportation, Energy, Land Development, and Corporate Services is essential to leverage synergies and pursue integrated projects.
- Define and execute the Water sector strategic plan with market expansion and revenue targets.
- Monitor regulatory requirements, emerging technologies, and funding mechanisms to guide growth.
- Lead financial management, including P&L oversight, budgeting, forecasting, and risk mitigation.
- Ensure efficient, high‑quality project execution across water resources, wastewater, stormwater, and treatment design.
- Drive business development through proposal leadership, capture planning, and program positioning.
- Build and maintain relationships with public utilities, water districts, municipalities, and regulatory agencies.
- Represent Westwood in water‑related industry associations and forums.
- Lead recruitment, training, mentorship, performance management, and staff retention for engineering teams.
- Promote a culture of innovation, collaboration, and technical excellence within the Water practice.
- Collaborate with Transportation, Energy, Land Development, and Corporate Services to pursue integrated opportunities.
- Ensure compliance with engineering licensure requirements, quality standards, and internal governance.

Candidates must hold a Bachelor’s degree in Civil or Environmental Engineering (Master’s preferred) and ideally a Professional Engineer license. They should have at least 12 years of progressive water resources, wastewater, or stormwater engineering experience, including 5 years in a leadership role, with a proven record in municipal or regional water programs and strong financial, operational, and business development skills.
- Hold a Bachelor’s degree in Civil or Environmental Engineering (Master’s preferred) and a PE license (preferred).
- Bring 12+ years of progressive experience in water resources, wastewater, stormwater, or utility engineering, with 5+ years in leadership.
- Demonstrate a proven track record in municipal or regional water/wastewater program planning, design, and delivery.
- Exhibit strong financial, operational, and business development skills.
- Possess excellent communication, interpersonal, and relationship‑building abilities.
- Familiarity with regulatory frameworks, funding programs, and permitting across water‑sector agencies.
