Description

The Technical Building Operations Manager role supports JLL’s mission by ensuring the site’s building services operate safely, efficiently and in compliance with legislation. The position works closely with the Hard Services Manager and the wider engineering team to deliver high‑quality service.

Core responsibilities include overseeing planned maintenance, maintaining plant and utilities, managing PPM schedules, generating purchase and work orders, and using CMMS for small works. The manager also participates in testing and commissioning, provides technical support for projects, and maintains comprehensive operational records.

Additional duties involve developing SOPs and engineering procedures, carrying out small installation and repair tasks, identifying training needs with principal contractors, and supporting the engineering team during shift or on‑call periods. All activities must follow strict health‑ and‑safety protocols and align with the Maintenance Management system.

• Liaise with the site Hard Services Manager to ensure compliance with local legislation.
• Oversee and execute planned preventive maintenance (PPM) in line with SOPs and regulatory standards.
• Maintain plant and utility systems, ensuring efficient operation and proper documentation.
• Identify, plan, and schedule PPM activities across all service delivery aspects.
• Generate purchase orders, work orders, and requisitions using CMMS.
• Attend testing and commissioning activities, providing feedback and observations.
• Perform all works adhering to health and safety procedures, permits, risk assessments, and method statements.
• Keep accurate records of operations, maintenance schedules, emergency systems, and engineering documentation.
• Provide technical support for projects, assisting with commissioning and handover of plant and equipment.
• Collaborate with principal contractors to identify training needs and support the engineering team.
• Proactively manage preventive and reactive maintenance, including out‑of‑scope or project work.
• Conduct small installation, repair, and quality assurance tasks on mechanical and electrical equipment.
• Develop and maintain standard operating procedures (SOP) and engineering operational procedures (EOP).
• Work occasional shifts and be available for on‑call rota as required.

Requirements

Candidates must have at least five years of experience in a multi‑skilled building services maintenance environment, strong client‑relationship skills, and the ability to prioritize workloads. Proficiency in Microsoft Office, teamwork, clear communication, initiative and a growth mindset are essential.

Required qualifications include trade certifications in electrical maintenance and either mechanical HVAC or plumbing, along with relevant C&G Level 6 or NVQ credentials; an IOSH qualification is also required. Knowledge of emerging IoT or smart‑building technologies is preferred.

• Minimum 5 years experience in multi‑skilled building services maintenance contracting.
• Hold trade qualifications in electrical maintenance and either mechanical HVAC or plumbing, plus relevant C&G certifications.
• Possess intermediate proficiency in Microsoft Office (Excel, Word, Outlook, Teams) and familiarity with CMMS.
• Demonstrate strong client relationship building, teamwork, communication, and problem‑solving skills.
• Hold an IOSH qualification and knowledge of emerging IoT or smart building technologies (preferred).
