MEP - Quantity Surveyor (Pre-contracts)

Description

The Quantity Surveyor (Pre‑Contract) supports the commercial management of MEP works for building projects across multiple sectors. This role prepares accurate quantity take‑offs, Bills of Quantities and cost plans at various design stages, and assists with tendering, value engineering and cost estimation. It also provides selected post‑contract commercial support, ensuring cost accuracy, compliance with standards and effective coordination with project stakeholders.

Core functions include measurement and quantification of electrical, fire‑fighting, plumbing and HVAC works, development of cost plans throughout concept to design development stages, support for tender preparation and evaluation, and assistance with post‑contract payment recommendations.

• Perform quantity take‑offs for electrical, fire‑fighting, plumbing and HVAC using standards and software such as CostX and AutoCAD.
• Summarize quantities, transfer data into BOQs or cost plans, and conduct bulk checks on drafts and validations.
• Prepare cost plans at concept, schematic and design development stages, adjusting unit rates and pricing BOQ items.
• Collect market quotations, assist in tender estimate preparation, and support value‑engineering exercises.
• Assist with post‑contract commercial tasks, including interpretation of contract terms and preparation of payment recommendation reports.
• Apply basic knowledge of key building components and construction methods related to MEP works.

Requirements

Successful candidates will hold a diploma or bachelor’s degree in mechanical, electrical or plumbing technology, possess 3‑6 years of relevant MEP quantity surveying experience, and demonstrate strong analytical, communication, interpersonal and presentation skills.

• Understand tendering processes and documentation, and provide evaluation support for tender estimates.
• Hold a Diploma or Bachelor’s degree in Mechanical, Electrical or Plumbing technology.
• Have 3–6 years of experience in pre‑contract quantity surveying, cost planning or estimation for MEP projects.
• Demonstrate proficiency in CAD, CostX and other quantification/estimation software.
• Exhibit advanced MS Excel and Word skills and the ability to adapt to customized software.
• Communicate clearly in both written and verbal formats and deliver effective presentations.
