Review and evaluate permit applications to ensure compliance with local, state, and federal regulations.
Ensure proper documentation of project changes, including modifications to existing ROW agreements or permits.
Obtain and manage all necessary right-of-way and land access permits required for electric and gas utility construction and maintenance projects.
Assist in the preparation of reports for project managers, regulatory agencies, and compliance audits.
Negotiate and facilitate agreements with property owners, local municipalities, and other stakeholders as needed.
Support field crews, project managers, and engineers in understanding ROW permit requirements and restrictions.
Stay informed on current and evolving local, state, and federal regulations impacting electric and gas utility projects, ensuring all permits are in compliance.
Resolve issues related to access, land use, and easements that may arise during the permitting process.
Conduct site surveys when necessary and resolve any disputes or issues regarding land access or environmental concerns.
Work closely with legal and environmental teams to ensure ROW agreements and permits meet legal and environmental standards.
Act as a liaison between utility teams, property owners, local governments, and regulatory agencies to ensure smooth communication throughout the permit process.
Maintain organized records of all ROW permits, agreements, and correspondence with regulatory bodies and landowners.
Provide updates to internal teams and external stakeholders on the status of permit applications.
Coordinate the preparation and submission of permit applications to governmental agencies, municipalities, and private landowners.
Coordinate with project teams to ensure the timely receipt of permits and approvals, minimizing delays in construction schedules.
Occasional travel may be required to meet with stakeholders or visit project locations.

Strong interpersonal skills for building relationships with internal and external stakeholders.
Ability to conduct site visits, which may involve walking or hiking on utility easements, uneven terrain, or other environments associated with utility infrastructure.
Familiarity with GIS (Geographic Information Systems) and mapping software.
Proficient in Microsoft Office Suite (Excel, Word, Outlook) and project management software.
Understanding of environmental laws and their impact on utility projects.
Education: Bachelor’s degree in environmental science, land use planning, civil engineering, or a related field, or equivalent work experience.
Experience: Minimum of 3 years of experience in right-of-way permitting, utility coordination, or a similar role within the electric and gas utility industry.
Strong organizational and time-management skills with the ability to handle multiple projects and deadlines.
Strong knowledge of utility regulations, land access laws, and right-of-way permitting processes.
Excellent written and verbal communication skills.
