The Environmental Engineer – Air Monitoring and Reporting (EE‑AMR) develops and implements programs, policies, procedures, and processes that support the Port Arthur LNG terminal’s environmental compliance strategies. The role maintains deep knowledge of air‑focused regulations, permitting processes, and how evolving rules may affect operations. Responsibilities include preparing annual emissions inventories, semi‑annual deviation reports, compliance certifications, and managing the Title V reasonable inquiry process.
The EE‑AMR investigates potential deviations and non‑compliance with air permit conditions, oversees regulatory permitting, applicability determinations, source testing, and monitoring of emissions from flares, thermal oxidizers, and combustion turbines. The position also develops and delivers environmental training, conducts audits, provides technical guidance, prepares presentations and technical reports, and interprets data for business units.
- Support Environmental Superintendent with emissions determinations, permitting, reporting, inspections, emergency response, and recordkeeping.
- Provide oversight and training to ensure compliance with permits, rules, regulations, and best practices.
- Perform annual emissions inventory and semi‑annual deviations report generation and submission.
- Calculate routine and non‑routine emissions, especially for MSS activities, and support I&E group with continuous monitoring equipment.
- Attend and participate in internal and external audits.
- Conduct environmental testing and data collection to meet federal, state, and local regulations (e.g., Title V, EPA greenhouse gas).
- Represent the site on environmental matters, deliver training, guidance, and maintain continuous reporting to the Environmental Superintendent.
- Support response and remediation of minor spills and ensure timely environmental incident notifications.
- Participate in investigations and root‑cause analysis of environmental incidents.
- Enter data into compliance management system and assist with sustainability program development.
- Maintain environmental stewardship by observing site conditions, wildlife, and enforcing good housekeeping.
- Inform Superintendent of permitting deviations and pursue continuous improvement aligned with Sempra Infrastructure goals.

A Bachelor’s degree in Chemical Engineering, Environmental Engineering, or a related field and at least three years of progressive air‑quality management experience in LNG, gas processing, refinery, or petrochemical facilities are required.
The position involves working outdoors on uneven terrain, climbing stairs and ladders up to 200 ft, wearing safety equipment, and being on call for emergency response. Willingness to work outside normal business hours, travel for trainings or meetings, and ability to obtain a TWIC are also expected.
- Knowledge of federal, state, and local environmental laws and permits (EPA, TCEQ, FERC, USACE, USFWS, USDOT, Clean Air Act, Natural Gas Act).
- Expertise in air emission monitoring techniques, compliance reporting, and emissions management.
- Strong analytical thinking, problem‑solving, and data‑driven decision making.
- Ability to manage multiple complex activities accurately and on schedule.
- Proven track record of meeting project goals with a forward‑looking approach.
- Excellent written, verbal, and interpersonal communication skills.
- Ability to interpret and apply regulatory agency requirements.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Visio) for clear presentations and reports.
- Preferred bilingual ability in English/Spanish.
- Required TWIC (or ability to obtain) and CPR/First Aid certification (or ability to obtain).
- Capability to work on slopes, uneven surfaces, climb 4‑200 ft ladders, and tolerate extreme temperatures, precipitation, and loud noise.
