Facilities Procurement Manager - Gateway

Description

The incumbent will ensure MPA compliance with GDC procurement policies, federal regulations, and Task Order requirements while preparing necessary documentation for authorizations. They will execute purchasing activities in alignment with task criteria, managing the complete purchase cycle to meet work‑plan deadlines, securing pre‑approvals for reimbursable expenses, and adhering to sales‑tax exemption procedures for resale and drop‑shipping to GDC locations.

In addition, the role oversees website hosting, security services, DNS, CDN, DDoS mitigation, and content updates as directed by Communications and NEPA teams. The specialist will keep procurement data, budgets, and schedule impacts visible through PMIS dashboards, support monthly and quarterly reporting, and respond to FTA/FRA and internal audits.

• Ensure MPA compliance with GDC procurement policies, federal regulations, and Task Order requirements.
• Prepare MPA documentation for GDC authorizations to initiate procurements and expenditures.
• Manage the full purchase cycle to meet Work Plan deadlines and obtain pre‑approvals for reimbursable expenses.
• Apply NY Form ST‑120 and NJ Form ST‑3 sales‑tax exemption procedures for resale and drop‑shipping to GDC locations.
• Oversee website hosting, DNS, CDN, DDoS mitigation, and content updates per Communications/NEPA requests.
• Maintain procurement data, budgets, and schedule visibility via PMIS dashboards and contribute to cost, schedule, risk, and change reporting.
• Respond to FTA/FRA audits and internal process audits with required documentation.
• Collaborate with Procurement, Finance, Sustainability, External Affairs, DBE/SBE, Legal, Safety & Security, and CTO offices to align acquisitions with program standards and goals.
• Conduct cost/price analysis, market research, and vendor negotiations.
• Administer Microsoft 365, Teams, SharePoint, and manage help‑desk workflows and technology rollouts.
• Apply knowledge of DBE/SBE integration, Title VI accessibility, and sustainability reporting to procurement decisions.

Requirements

The position requires a bachelor’s degree in a relevant field and at least eight years of experience in public‑sector or federally funded procurement, including acquisition leadership, cost/price analysis, market research, and vendor negotiations. Proficiency with project controls/PMIS tools, Microsoft 365/Teams/SharePoint administration, and knowledge of federal grant compliance, DBE/SBE programs, Title VI accessibility, and sustainability reporting are essential.
