The incumbent will ensure MPA compliance with GDC procurement policies, federal regulations, and Task Order requirements while preparing necessary documentation for authorizations. They will execute purchasing activities in alignment with task criteria, managing the complete purchase cycle to meet work‑plan deadlines, securing pre‑approvals for reimbursable expenses, and adhering to sales‑tax exemption procedures for resale and drop‑shipping to GDC locations.
In addition, the role oversees website hosting, security services, DNS, CDN, DDoS mitigation, and content updates as directed by Communications and NEPA teams. The specialist will keep procurement data, budgets, and schedule impacts visible through PMIS dashboards, support monthly and quarterly reporting, and respond to FTA/FRA and internal audits.
The position requires a bachelor’s degree in a relevant field and at least eight years of experience in public‑sector or federally funded procurement, including acquisition leadership, cost/price analysis, market research, and vendor negotiations. Proficiency with project controls/PMIS tools, Microsoft 365/Teams/SharePoint administration, and knowledge of federal grant compliance, DBE/SBE programs, Title VI accessibility, and sustainability reporting are essential.
