Weatherization Crew Leader

PACE supports underserved communities through employment services, training, and financial support.
Lead crew in weatherization, safety tests, installations, and supervision for low‑income homes.
Enforce compliance of all program guidelines and procedures among crew members;
Communicate effectively with clients to promote program goals and benefits and explain work being performed if asked;
Ensure HVAC/Electrical contractors’ work completed is in compliance with CSD standards, policies & procedures and city building codes;
Inspect measures installed by crew members for quality, accuracy and compliance with guidelines;
Effectively communicate with supervisors and co-workers concerning day-to-day operations;
Ensure all feasible weatherization measures are installed per the Technical Reference Manual (TRM);
Perform installation of Heating Ventilation Air Conditioning (HVAC) measures including, but not limited to replacing gas shut-off valve, gas flex, repair or replace venting systems;
Perform required Shell Leakage/Duct Sealing, prepare appropriate reports after each test is completed and submit the reports to the Field Supervisor in a timely manner;
Install all feasible mandatory and optional measures as necessary, including but not limited to weatherstripping, minor home repairs, electric base load measures, infiltration reduction measures, attic, floor and wall insulation, solar thermal/photovoltaic systems, etc.;
Respond to all daily issues and concerns of the crew and provide guidance as necessary;
Educate clients of the benefits received from weatherization services and provide energy conservation materials;
Ensure that all work is performed in a Lead-Safe manner as described in the TRM, enforced for all field crew members and subcontractors that perform assigned duties in a safe manner per the Safety Manual, and Cal OSHA (Occupational Safety and Health Administration);
Track all pending measures to be installed on daily log sheets to ensure completion of units prior to reporting;
Manage all field materials released for the day, ensure that all unused materials are returned to inventory staff at the end of the day’s work and that used and unused materials’ tally equal to the total materials released for the day;
Perform pre-and post-Combustion Appliance Safety (CAS) Tests on all gas appliances as specified in the Technical Reference Manual issued by the State of California, Department of Community Services and Development (CSD);
Complete, review and approve daily work activity reports that track actual working hours and measures installed and completed for self and crew members prior to submission to the office;
Read, understand, interpret and fill out all required CSD forms in electronic/paper format;
Ensure crew members and clients are not exposed to any unsafe condition/s while performing work;
Respond/take immediate action needed when dealing with client/property managers concerning issues at the site;
Effectively supervise and manage work of assigned installers;
Work with crew members and Field Operations Supervisor to ensure daily issues and concerns are resolved per program policies & guidelines;
Ensure that all installed materials are reported accurately in the daily field weatherization material usage reports;
Provide/document budget counseling and lead-safe information materials to clients;
Take subsequent actions needed after each CAS test performed, prepare and submit appropriate reports after each test and submit these to the Field Operation Supervisor in a timely manner;
Comply with and practice safety procedures and guidelines in accordance with PACE and Cal OSHA (Occupational Safety and Health Administration) safety standards and guidelines;
Perform personnel-related supervisory functions such as performance evaluation or conduct performance improvement plans as needed;
Ensure field staff perform efficiently with a well-planned schedule that prevents unreasonable downtime;

This position is on-site at our DTLA HQ and will travel to local Field Sites***
Effectively communicate and present information in a small group or one-on-one setting;
Proficiency in computer skills to perform energy audit programs and other functions;
COVID vaccination required; must have two-dose series of Pfizer or Moderna or a single-dose of Johnson & Johnson. Those that need a medical or religious exemption must reach out separately.
Must pass all the in-house field training within 90 days after passing the formal training and earn appropriate certificates;
Must be physically fit to wear dust mask and or half mask respirators and other safety gear and/or equipment, as required by the program;
Must be able to perform Basic Weatherization, Combustion Appliance Safety, Shell Leakage/Duct Sealing Testing;
Have experience in installing solar water heaters and/or solar photovoltaic panels/systems a plus;
Ability to work well with others and have good customer relations;
Must pass employment background verification and a pre-employment physical examination that includes drug and alcohol testing.
Must pass respiratory screening exam, which is renewed annually.
Must be able to analyze and collect data and perform mathematical calculations and complete technical field reports;
Must be able to pass State of CA DMV’s Motor Vehicle Report without any issues/concerns in order to be added as an authorized driver of PACE vehicles and be added in PACE’s vehicle insurance policy.
Must understand and implement policies/procedures and standards required by funding source;
Ability to navigate basic computer software as well as CSD’s authorized applications.
Possess Basic Weatherization, Combustion Appliance Safety, Shell Leakage/Duct Sealing Training California certificates, a plus;
Must have a current and valid Driver’s License or access to reliable transportation and adequate automobile insurance coverage for the duration of employment with PACE (Pacific Asian Consortium in Employment).
Minimum High School Diploma or GED equivalent, AA degree desirable;
Bilingual in Spanish or Asian languages a plus but not required
Read, understand and write reports/correspondences plus the ability to interpret diagrams or drawings;
At least 2 years’ experience with hands-on installation and quality assurance inspection work in construction/weatherization field as well as being a supervisor or crew leader for at least two years;
Must pass all the required online training such as Worksite, Environmental Hazard and Lead-Safe Weatherization;
Must be able to work in a high temperature and close/confined spaces or environment;
