- Problem solving: Identifies and resolves problems in a timely manner, gathers and reviews information appropriately. Uses own judgment and acts independently; seeks input from other team members as appropriate for complex or sensitive situations.
- Establish and maintain tools and standards for the development and maintenance of integrated project schedules and cost baselines. Implement a graded controls approach based on project size and complexity. Provide oversight to project teams to ensure quality and consistency of earned value management baselines, forecasts, and change control. Oversee establishment of key performance indicators (KPIs) for project health (e.g., SPI, CPI, etc.).
- Planning/organizing: Prioritizes and plans work activities, organizes personal and project timelines and deadlines, tracks project timelines and deadlines, and uses time efficiently.
- The employee frequently is required; to sit and stand; walk; bend, use hands to operate office equipment; and reach with hands and arms.
- Lead, mentor, and develop a team of project controls professionals (project control specialists) who are assigned to projects. Promote a culture of accountability, innovation, and professional growth within the team. Manage staffing needs, including recruitment, onboarding, training, and retention strategies.
- Continuously improve project controls methodologies, processes, standards, and tools to enhance effectiveness and efficiency, leveraging lessons learned, benchmarking, and best practices. Perform period organizational assessments. Drive digital transformation initiatives (e.g., automation, AI, advanced analytics) in collaboration with PMCoE.
- Quality Assurance: Commits to the understanding and implementation of quality assurance regulations, standards, and guidelines of 10 CFR 50 Appendix B, 10 CFR 21, and NQA-1.
- Coordinate with other corporate stakeholders (e.g., Procurement, Finance, Accounting) on requirements for and information needs from projects. Lead the design and development of progress reports for senior management and other stakeholders. Utilize dashboards and analytics tools (Power BI, Tableau) for real-time insights. Facilitate effective communication and alignment across departments and project teams to ensure effective implementation of project controls functions.

- Education: B.S. degree in engineering, or B.A. degree in business preferred.
- Dependability: Consistently on time and at work, responds to management expectations and solicits feedback to improve performance.
- Experience in the nuclear industry, energy industry, power plant architect/engineering (A/E), power plant engineering procurement construction (EPC), or US Department of Energy nuclear projects (preferred).
- Ability to travel locally and nationally using common forms of transportation.
- Oral/written communication: Listens carefully and speaks clearly and professionally in all situations. Edits work for accuracy and clarity, is able to create, read and interpret complex written information. Ability to develop strong interpersonal networks within the organization.
- Ability to understand and communicate clearly using a phone, email, direct personal interaction, and computers.
- Team Building: Capable of developing strong interpersonal networks and trust within the organization. Leads consensus by involving all stakeholders, facilitating their understanding of differences, agreeing on requirements and constraints, and developing the best solution.
- Demonstrated application of integrated cost and schedule control, or ANSI EIA-748-C Earned Value Management System practices (required).
- AACE Certifications - Certified Cost Professional (CCP), Planning and Scheduling Professional (PSP) (preferred).
- Ability to learn new job functions and comprehend and understand new concepts quickly and apply them accurately in a rapidly evolving environment.
- Demonstrated application of Project Management Institute (PMI) Project Management Body of Knowledge principles and processes (required).
- Project Management Institute (PMI) Project Management Professional (PMP) certification or equivalent certification program completion (preferred).
- Industry Requirements: Eligible to work under Department of Energy 10 CFR Part 810.
- Adaptability: Adapts to changes in the work environment, manages competing demands and is able to deal with frequent interruptions, changes, delays, or unexpected events.
- Experience: Minimum of five years of project controls experience, with at least three years in leadership, managing project controls teams and complex projects, is required. Must have expertise with scheduling (P6 or similar), budgeting, ERP and other project controls tools (e.g., PRISM G2). Additional required or preferred experience includes:
