DDTC is responsible for the regulation of defense trade through the Arms Export Control Act (AECA) and its implementing regulations, the International Traffic in Arms Regulations (ITAR). It regulates temporary and permanent exports and the temporary import of defense articles, defense services, and technical data involving items on the United States Munitions List (USML). DDTC also regulates the brokering of defense articles, services, and technical data, maintains the registration of manufacturers, exporters and brokers, and issues export authorizations. It administers the commodity jurisdiction process to determine item control and ensures compliance with ITAR and AECA through criminal and civil enforcement actions, a disclosure program, and pre‑ and post‑license checks.
The incumbent will support management, budgeting, analytical studies, IT documentation, and logistical coordination while maintaining security clearances and adhering to agency policies.
- Assist with preparation of Freedom of Information Act requests.
- Design, plan, and conduct analytical management studies of policies, structures, and administrative systems, providing legislative and HR consultation.
- Provide management support for decision making, recommend policy, and promote administrative improvements.
- Prepare, track, monitor, and analyze statistics.
- Coordinate cost allocations and implement reallocations as needed.
- Prepare budgetary aspects of Emergency Board requests and assist with presentations.
- Research and complete special budget reports and projects.
- Conduct management improvement studies in areas such as organizational, systems, records, space utilization, work measurement, cost‑benefit, and budget analysis (requires three years experience).
- Ensure follow‑up on recommendations, communicate policies and procedures, and provide training.
- Provide IT documentation support by interviewing systems personnel and reviewing technical materials.
- Analyze program and database developments to determine revisions or new material needs.
- Analyze and implement budget for the assigned agency.
- Maintain project timelines.
- Read, research, document, and advise on information systems.
- Pass and receive clearances and prepare access lists.
- Manage logistics for plenaries, conferences, and seminars.
- Draft, proofread, edit, and give final review of all correspondence.
- Perform webmaster services to oversee website changes.
- Execute SQL queries and maintain Access databases.
- Maintain a minimum Secret security clearance.
