Key responsibilities include designing and executing PMO/Project Controls strategies, managing baseline scope, schedule, cost, risk and assumptions, monitoring changes and contingencies, facilitating reporting and governance meetings, line‑managing a team of controls professionals, integrating controls with planning, supporting resourcing and recruitment, and contributing to quantitative cost‑time analysis.
- Lead project teams to deliver water and water‑recycling projects within the AMP8 programme.
- Ensure compliance with client governance, risk, cost and change‑control procedures.
- Design and implement PMO and Project Controls frameworks and strategies.
- Manage baseline scope, schedule, cost, risk and assumptions; monitor changes and contingencies.
- Facilitate periodic reporting, governance and performance meetings.
- Line‑manage and mentor a team of PMO and Project Controls professionals.
- Integrate Project Controls with PMO and planning disciplines.
- Support resourcing, recruitment and capacity planning for assigned commissions.
- Contribute to quantitative cost and time analysis.
- Drive net‑zero carbon transition initiatives and manage associated emissions.

The role requires proven PMO and Project Controls leadership on complex construction projects, experience establishing audit and assurance frameworks, and deep knowledge of risk tools such as Power BI, Aconex, Primavera P6 and RiskHive. Strong interpersonal, influencing and stakeholder‑management skills, the ability to convey complex ideas to non‑technical audiences, high attention to detail and resilience under pressure are essential. Candidates should hold APM Planning and Project Controls Foundation and Practitioner certifications, be progressing toward chartered status, and possess a relevant degree in construction or engineering.
Additional expectations include practical data‑analytics expertise, familiarity with risk‑analysis software, client‑side experience, strong presentation abilities, and a commitment to flexible, part‑time or hybrid working arrangements. - Proven PMO and Project Controls leadership on complex construction projects.
- Experience setting up PMO/Project Controls services, audit and assurance frameworks.
- Proficiency with risk tools and software (Power BI, Aconex, Primavera P6, RiskHive).
- Deep domain knowledge in sectors such as rail, highways, nuclear or public sector.
