- Act as seller-doer for select clients, actively developing relationships with HDR’s existing and prospective clients.
- Prepare air quality permit documents on behalf of clients and regulatory agencies, and coordinate and complete permitting projects.
- Conduct site audits of compliance with federal, state and local regulations, agency policies, training initiatives, and risk mitigation programs; identify risks/deficiencies, develop corrective action strategies, and ensure issues are addressed and resolved.
- Develop emission inventories and prepare air permit applications.
- Work both independently on small projects and as part of larger project teams to lead the air permitting strategy in cooperation with the client management and project design teams.
- Learn and conduct technical analyses such as computerized air quality dispersion modeling to evaluate source impacts.
- Negotiate permit terms with applicable regulators on air quality as well as other environmental issues on behalf of clients.

- Demonstrate expertise with state and federal air quality regulations to determine applicability and compliance requirements for industrial, institutional, power and utility sources.
- Ability to work independently and as part of a team
- Excellent comprehension, critical thinking, and organizational skills.
- Expertise with air emission methodologies, construction and operating permits, and regulations under EPA’s PSD, Title V, NSPS and NESHAP programs.
- Self-starter with excellent writing and communication skills
- Dispersion modeling expertise preferred, specifically with EPA’s AERMOD program.
- Bachelor's degree in Environmental Sciences, Engineering, Meteorology or closely related field
- 3-5 years related air quality experience.
- Ability to understand and interpret detailed technical documents.
- Experience with Microsoft Office programs
- May require the ability to travel
