(5) With Construction Packages, guide Scheduler(s) on:(a) Identification of Longest Path to Completion + Critical Paths to Interfacing Milestones.(b) Review the Delay Analysis (Project / Package), which shall include identification of the cause of delay, impact, recovery measures (if any).(c) Review the Impact Analysis arising from Variations & Extension of Time (EOT) claims.

(3) Establish requirements for programme-related information from Projects / Packages, including those from Early Contractor Involvement, to be submitted for evaluation at tender stage, Programme for Works for construction / implementation.

(a) Identify & develop clarity of construction interfaces, recommend packaging of construction works, support the establishment & alignment of key dates and interface conditions for construction and system packages, including Site Possession(s) and Time for Completion, for incorporation into Tender Documents.

(4) Track & Report Programme Progress, including(a) Conduct Delay Analysis, identifying cause of delay, impact, recovery measures.(b) Establishing & implementing use of 4D BIM as part of progress reporting.

(b) Develop roadmaps leading to commencement of Construction Packages / Project Implementation, where roadmap covers activities for completion of design documentation and funding approvals.(c) Identify and monitor Critical / Longest Path (to Handover / Start of operational readiness.(d) Establish programme for interface with 3rd Party / Stakeholders.(e) Support development of the programme for operational readiness.

(2) Support the establishment & refinement of working guidelines & specifications forprogress updates, assessment & grant of Extension of Time (EOT) for Projects / Contract Packages, and archive of Project Progress Data.

  • Minimum 10 to 15 years' experience in construction and/or development projects’ planning & scheduling.
  • Experienced with systems Installation, for mechanical and electrical systems that spans across different parts of a development site(s), are connected to command / control centre(s) sited on particular areas within develoment site, and whihc Interfaces with different buildings that are constructed on different timelines.
  • Proficiency in Primavera P6, Microsoft Office applications, Microsoft Project, and BIM (4D)
  • Applicants with experience in airport or seaport development is preferred but not essential.
  • Experienced with building construction, minimally one complete cycle from foundation, to structure, and to installation of key architectural elements.
  • Experienced team manager, including managing in-house and outsourced planners / schedulers.
  • Experience with establishment / maintenance of a development programme of a major / critical infrastructure facility, comprising multiple contract packages for construction (infrastructure & building) and systems implementation with a multitude of inter-packages interfaces.
  • Bachelor’s Degree in construction-related discipline.
