The role involves technical work on transportation and municipal projects, including traffic engineering and operations analysis. The incumbent will also develop new business opportunities, prepare technical proposals, and collaborate closely with other project managers.
- Lead traffic operations, corridor, impact, multimodal studies, and comprehensive plans.
- Perform independent traffic engineering calculations, analysis, and design tasks.
- Write technical specifications, reports, and correspondence for diverse audiences.
- Lead design efforts as engineer‑of‑record on traffic control, signals, signing, pavement marking, and ITS projects.
- Collaborate with technicians to produce complete and accurate engineering plans.
- Independently check design work produced by other team members.
- Mentor and oversee less experienced team members.
- Meet project deadlines and schedules efficiently.
- Manage project budgets and schedules effectively.
- Participate in business development and marketing activities for traffic services.
- Prepare technical proposals for project pursuits with other managers and market leaders.
- Contribute to project pursuits by interviewing for traffic‑related projects.
- Attend transportation team, management, and company meetings or seminars as appropriate.
- Assist in developing budgets for traffic engineering elements of projects.
- Recruit and hire traffic staff as needed, subject to sector leader approval.
- Communicate effectively with the public in meetings, notifications, and informational sessions.
- Follow company handbook and mandated safety policies.
- Work both independently and collaboratively within multidisciplinary teams.
- Participate in professional organizations and community leadership programs.

Regular participation in business development, marketing activities, and professional organization events is expected, as is effective communication with the public during meetings and construction notifications. Travel, occasional overtime, and adherence to company policies and safety standards are required.
Physical requirements include the ability to work at a computer under normal ergonomic conditions, occasional outdoor work, and lifting up to 25 pounds. The position demands conscientious, legal, and ethical performance with strong attention to detail.

- Bachelor’s degree in Civil Engineering.
- Professional Engineer (PE) license or ability to obtain ND and MN licensure within six months.
- Professional Traffic Operations Engineer (PTOE) certification.
- Minimum five years of traffic engineering and transportation planning experience.
- Experience with transportation projects and public agencies in ND and MN (preferred).
- Strong project management skills.
- Excellent written and verbal communication abilities.
- Detail‑oriented, self‑motivated with strong interpersonal and organizational skills.
- Proficient with Microsoft Office (Word, Excel, Outlook, PowerPoint).
- Traffic modeling experience using Synchro/SimTraffic, HCS, Vissim, or similar software.
- Working knowledge of AutoCAD, Civil3D, MicroStation, and OpenRoads Designer.
- Valid driver’s license (or ability to obtain one).
