Communicate and enforce purchasing policies & procedures to project team; provide training to ensure policies and procedures are followed.
Provide feedback to assist in analyzing market and delivery systems to assess present and future material availability.
Oversee the development and review of all procurement analytics, reporting and deliverables.
Responsible for projections, financial planning, expediting, delivery schedules and project purchasing reporting.
Perform work safely and effectively. Understand and follow oral and written instructions, including warning signs, equipment use, and other policies.
Process requisitions and prepare purchase orders for supplies and equipment.
Negotiate commercial terms and conditions with equipment vendors, material vendors, professional service providers and subcontractors; consult with corporate attorneys and senior management to minimize project and corporate risk while maintaining commercial competitiveness.
Implement and oversee project mobilization activities including office set-up, site general arrangement, etc.
Resolve vendor or contractor grievances and claims.
Assist in the development and implementation of procurement and contract management instructions, policies and procedures.
Monitor and oversee execution of the purchasing buyout.
Oversee and plan all aspects of purchasing from pre-bid to closeout.
Provide detailed risk assessments and mitigation strategies to project cost, schedule, quality and general buyout
Work during normal operating hours to organize and complete work within given deadlines. Work overtime and weekends as required.
Review purchase order or subcontractor claims and contracts for conformance to company policy.
Work with the material management department to ensure proper material receiving and control.
Represent company in negotiating contracts and formulating policies with suppliers, subcontractors and professional service providers.
Locate and assist in the evaluation and qualification of vendor materials and equipment, subcontractors, and professional service providers.
Direct and coordinate activities of personnel engaged in buying and/or estimating materials, equipment, subcontract and professional services.
Maintain records of goods ordered and received.

Knowledge of equipment and materials common in Engineering, Procurement and Construction (EPC) projects.
Effective time management and organizational skills.
Minimum of two years' experience in nuclear construction industry in a procurement role.
Regular, reliable attendance
Proficient in Microsoft Office (Excel, Outlook, Word) with general knowledge of database utilization. SAP experience is a plus.
Ability to perform multiple tasks efficiently and accurately.
Detail-oriented, flexible and highly motivated with a strong work ethic and professional demeanor.
Communicate and interact effectively and professionally with supervisors, employees, and others individually or in a team environment
Excellent interpersonal, written and verbal communication skills for both managerial and client interfacing.
Work productively and meet deadlines timely
Must have experience in vendor and subcontractor management, including evaluation, selection, performance management, and contract closeout.
Team player with the ability to also work independently to meet fixed deadlines, goals and objectives.
Bachelor’s degree in business, supply chain, construction management, engineering, or equivalent degree.
Strong leadership and people management skills.
