In this position you will provide strategic leadership, embed Turner & Townsend’s purpose and values, and manage both internal and external stakeholders to drive collaboration and accountability throughout the project lifecycle.
- Lead end‑to‑end cost management for hyperscale data centre programmes, aligning scope, budget and schedule.
- Develop and maintain detailed cost plans, estimates and forecasts using industry benchmarks and technical documentation.
- Manage change control, review and negotiate change orders, and ensure robust commercial governance.
- Oversee contractor and subcontractor pricing reviews, validate scope and shape procurement strategy and capital planning.
- Integrate cost forecasts with project schedules and milestones in coordination with scheduling teams.
- Produce and present monthly cost reports, executive summaries and financial updates to stakeholders.
- Serve as primary commercial liaison with clients, stakeholders and consultants throughout all project stages.
- Conduct cost risk analysis, scenario planning and monitor market trends for price escalation, labor and material availability.
- Lead cost optimisation and value‑engineering initiatives to reduce lifecycle costs.
- Set and track KPIs, prepare presentations and deliver insights to senior leadership.
- Manage financial performance using internal systems, implement Business Management Systems and delivery methodologies.
- Identify and implement improvements to cost‑management processes, templates, tools and knowledge‑capture practices.
- Provide clear leadership, mentor junior staff, conduct performance reviews and foster a high‑performance collaborative culture.
- Act as brand ambassador, develop market understanding, build a pipeline of opportunities and identify cross‑selling prospects.
- Participate in proposals/RFP responses and attend networking events to expand market presence.
- Adhere to SOX control responsibilities where applicable.

The firm is seeking an experienced Associate Director – Cost Manager / Quantity Surveyor to lead cost management on a large‑scale, mission‑critical data centre programme in Beaver County, PA. This client‑facing leadership role requires exceptional communication skills and the ability to influence stakeholders at all levels.
- Bachelor’s degree in Quantity Surveying, Construction Management, Engineering or related field; graduate degree preferred.
- 8–10+ years of cost management or project controls experience on large‑scale, mission‑critical construction projects.
- Proven client‑facing delivery experience in construction consultancy.
- Strong knowledge of MEP systems, resilience requirements and campus‑scale infrastructure.
- Expertise in budgeting, financial reporting, cost control, Earned Value Management and procurement strategies.
- Proficiency with CostX, Oracle, Excel, Primavera or similar cost‑management tools.
- RICS accreditation or progress toward certification highly desirable.
- Excellent communication, presentation, negotiation and stakeholder management skills.
- Strong analytical, problem‑solving abilities; highly organized and able to manage multiple priorities under pressure.
